The strategy of human resource management is one of the key issues involed in the theory and application of modern human resource management. For electric power enterprises, especially for electric power supply enterprises with characteristic of natural monopoly, it still remain under discussion as to whether these enterprises require human resource strategy, as well as how to plan and execute HR strategy.With the case study of Huaiyuan Electric Power Co., lid, this thesis, with the application of enterprise strategy and human resource management theories, analyses successfully the existing situations and problems that face electric power enterprises under the macro-economic background of over-all reform and development; and then researches comprehensively the complex relationship between enterprise strategy, enterprise aclture and human resource management strateg; and further presents readers with the target mode, basic structure, execution strategy and monitoring measures of enterprise human resource strategy. This paper takes a fresh look at the issue in question that the strategy of enterprise HR management should co-ordinate with enterprise's developmental, operational and cutural strategy, but also pay attention to the designing and restructuring of HR strategy; and meanwhile attach at most importance to promote the progress of HR strategy. Thus enterprise HR strategy can be carried out rewardingly as designed. The first chapter of the thesis mainly analyses the existing situations from the perspective of enterprise strategy environment and HR management, and proposes the necessity and feasibility for the company to carry out HR strategy. After brief introduction of concepts, types and factions of enterprise strategy, the second chapter of the paper firstly explores the relationship between enterprise strategy and HR strategy, and then farther analysesenterprise development strategy, operation strateg and Culture strategy which are closely related to HR strategy, and demonstrates the criteria and progress description of HR strategy, and finally puts forward the issue of integrating HR strategy with HR strategy. The third chapter mainly presents the theoretical framwork of HR strategy together with comprehensive analysis of its key components. The fourth chapter puts forward the restructuring of HR strategy striving for the first class electric power supply company at the country level, and analyses its fulfillment strategies. In the conclusion part of the thesis, the author emphasies that the carrying out of HR strategy must abide by PDCA management theory and HR strategy should also be shaped and perfected in the process of execution.
