the coacept of Chinese language is the basic opinion on Chinese language teaching. Chinese language is defined by modern concept of Chinese language teaching that Chinese language is words and idioms forming languages and articles, it is the most important tool and habitual marks to communicate knowledge and thought among persons. The essential character of Chinese language is the most important tool of social intercourse and belong to humanity. The basic function of Chinese language teaching is to master Chinese accustomed words and idioms by listening, speaking, reading and writing languages and articles, the concept of Chinese language For selecting bureaucracies is the misconception of Chinese language teaching, which confuse modern Chinese language teaching with Chinese language teaching during past feudal Ages in Chinese history, the side-effect of this point of view is decrease or even abolish the function of Chinese language teaching.My paper first review commentaries on Chinese language teaching in the past 20 years and analyze commentaries on Chinese language teaching in the turn of this century. I develop my commentaries on Chinese language teaching based on the coacept of Chinese language for selecting bureaucracies and give it a in-depth analysis. On the base of this work , I enunciate the character, goals and theories of modern Chinese language teaching, I give a few examples to account for my point.
