Project risk management started in Germany, and developed in the United States. Project risk management abroad has developed into a systematic, scientific and theoretical system. The project risk management was applied in practice widely, and achieved good results. In China teaching, research and application of risk management starts late, but it grows rapidly. There are still many problems in risk management in China, and the actual results are not as good as expectation.This paper firstly introduces the general situation of Haoyu offshore engineering base. Risks are identified according the present construction situation. Six main risks are identified and analyzed.On the basis of identified risks, the paper describes and analyzes the reasons of risks thoroughly. The analysis is made according to a lot of data, and combined with the project facts, with a certain degree of novelty and practicality. At the same time the paper analyzes the risks with the method of qualitative analysis and quantitative analysis. It makes a solid foundation for the future risk management.The paper discusses coping strategy of risks in the fourth part, proposes four main coping strategies, and analyzes every strategy. Then the paper proposes specific measures, and this is a summary for the past project and a kind of instruction for the future. The analysis and instruction is true and objective.It will be a positive factor to the future project risk management.Finally, the paper proposes some opinions and views by analyzing existing risks in the construction of Haoyu offshore engineering base, and makes an outlook on risk management of this project and other domestic projects.
