In recent years, the frequently occurrence of various emergencies and unconventional emergencies have brought loss to human society, and the loss is rising as the wealth of social is concentrated and expanded. The emergencies have aroused wide attention from all levels of government and academia. According to the loss degree caused by a series of major emergencies of the safety of lives and property of the human in recent years in our country, we still need to further improve the emergency response and emergency management system for unconventional emergency. Knowledge is the Unconventional emergency is difficult to deal with and the key factor is the complexity of their evolution, and as such has more serious destructive. Knowledge is the key to human understanding and transforming the objective world. The effective knowledge management is the prerequisite for understanding the evolution of the unconventional emergency profoundly and thus doing effective response. Now most studies about the evolution of emergency are limited macroscopic event level and the chain of events as a source of knowledge, but their studies are insufficient to support unconventional emergency management activities.Concerning the shortcomings in related studies, referring to ontology and using knowledge unit model as knowledge representation, the following research is work from the perspective of knowledge management based on the characteristics of knowledge about unconventional emergency management:multi-field, transdisciplinary and multiple dimensions in this paper. Firstly, study on knowledge acquisition:a knowledge unit model is proposed from the primitive angle of objective system. Secondly, study on knowledge unit network model:a knowledge unit network is build based on the dominant and recessive representation of relations between attributes of knowledge units, and then the method of the inference of knowledge unit network which provides knowledge support for evolution analysis and response decision-making of unconventional emergency is given.The work in this paper is of significance for emergency management. Firstly, knowledge unit model is used as knowledge representation according to characteristics of unconventional emergencies, which has provided a basis for understanding unconventional emergencies from the micro-level. Secondly, it breaks out the limitation which the chain of events is as the source of knowledge to studying on the evolution of the unconventional emergency, and provides a more scientific knowledge basis for building knowledge unit network through knowledge unit acquisition research. And finally, building knowledge unit network for an objective system of unconventional emergencies and describing evolution properties of unconventional emergency form the relatively microscopic view, which provide knowledge for disaster prediction, analysis and decision-making response, and then to maximize the reduction of the losses caused by disasters. In summary, the studies of this paper provide effectively knowledge support and decision-making basis to a certain extent for prevention, decision-making and recovery of unconventional emergency.
