Steel industry has been rapidly developing in our country, and its steel production has exceeded more than700million tons. Steel enterprise needs the large consumption of the energy and resource, discharging a large number of byproduct. Steel enterprises are confronting the dilemma of large consumption of natural resources and deterioration of environment so that its sustainable development is leading to bottleneck. We gradually focus on the developing model of circular economy and solid waste comprehensive utilization of waste resources. Taking the efficient reuse of waste resources as the core of development, adhering to "reduce, reuse, resource" the principle, featuring with low consumption, low emission, high efficiency, and conforming to the sustainable development model of economic growth, are the inevitable choice of development for the steel industry in China. Reverse logistics is to promote the development of comprehensive utilization of solid waste resources. So it is of great significance in practical application for us to compressively analyze the reverse logistics enterprise.As the leader in the domestic steel industry, Baosteel must follow social economic development rule. Taking the construction of steel slag processing base into account, Baosteel fully considers the system design of the reverse logistics network, with the purpose of minimizing the logistic cost in the process of utilizing the steel slag.Based on the analysis of the steel slag processing mode, combined with the characteristics of reusing wastes, as well as the company’s programming of wastes reusing plant, the essay analyzed the influential factor of the location decision in the steel slag base project, demonstrated the methods of the site selection of steel slag processing center, and researched the model of steel slag processing base location decision and algorithm of reverse logistics. In addition, it established the0-1programming model about steel slag processing base’s location, using the minimal logistic cost as the objective function, using software Lingo for solving the function optimally. Finally, the writer obtained the optimal location decision’s scheme in the lowest reverse logistics cost, and demonstrated the feasibility of the project by economic analysis, according to the optimal scheme.Through large numerous theoretical researches and demonstrations, we acquired the inherent laws of reverse logistics development, so that it will help enterprises improve the logistics management level. On the other hand, by multiple factors analysis, we analyzed the strengths and weakness of the steel slag processing base candidate, and put forward optimized scheme of reverse logistics so that it can give reference to the feasibility analysis for the whole construction project. In addition, it can help the enterprise improve the reverse logistics system in the view of environment, and it will be instructive to the development of China’s logistics industry.
