After the reform of agricultural taxes, the focus of the village governance has changed, and charging fees and taxes has replaced by people’s livelihood issues, at the same time, the mode of governance that highlight male gender advantage begin to fade, all these provide objective conditions for rural women’s participation in village affairs management. In recent years, Chinese government is actively promoting the rural women’s participation in rural political elections, decision-making and transaction management in all parts of the country, and impelling the women that involve in the rural affairs directly or indirectly, these all have important significance in realizing the develop of women’ rights and improving women’s political status. It has been a lot of research on entering village party branch and village committee for women and promoting women’s participation in politics, including the current situation, influence factors, significance and unique perspective. This paper is not from a grand narrative perspective but from a specific event which is produced by the land adjustment disputes to study the mode that rural women entering the village party branch and village committee. Starting from this event, this study focus on the female village cadres, the subject of action, discuss the strategy they take to quell the grievances and finally reaching the agreement of land adjustment scheme in the process of solving land adjusting disputes, instead of grand narrative perspective. Female village cadres is not a simple abstract image of the national spokesperson, their action is nor strict institutional arrangement, but the balance and weigh between the country meaning system and the government system in special scenes, is the blend between rigid system and flexible operation, institutional discourse and folk discourse will become their own resources, when to use these resources, and how to use is flexible change.This paper fist reviews existing research on rural women participation in village affairs, especially on the field of rural women entering the village party branch and village committees. Then we analysis the strategy of Process-Event. The Process-Event strategy is the research method of this study. Through the study on the land adjustment process of village A by individual interview, we conclude that the cultivated land adjustment plan announce, implement and effect reaching implement is a complex and volatile process, and will involve multiple benefits. Different individual position determines different strategies. In the land adjustment disputes, the township, village cadres and villagers are the subject of action, their action is interacted. The action of female village cadres is present in the interaction process with the village cadres and villagers, is the result of the interaction that based on their position, specific resources and scene. Female village cadres is a mediator relying on their own gender and identity advantage in the land adjustment disputes of village A, she adopted the ways and means of rule, relationship, convincing with reason and moving with emotion, applied to the formal support system and informal support system, took logical action to carry out the work for the villagers refused to return the land, and finally settled the dispute. In the specific scene of certain events, female village cadres adopt the legal discourse, administrative discourse and folk discourse, and make full use of various resources to resolve the issue, which is not only considerate their own position and function in the structure of national power system, but also consider human law.The implementation of the policy for rural women to enter village party branch and village committees and participate to village affairs has been controversial in the academic circle, some scholars argue that this policy is good after analysis its situation and influence factors, but the formalization is also inevitable. Therefore, this study put particular emphasis on the mode that rural women participate in management and decision making of village affairs after they enter the village party branch and village committees, instead how they enter the village party branch and village committees. How the female village cadres use gender discrimination and realize their own rights by various means, to maintain village order stability.
