Risk Based Inspection (RBI) is a test method based on system safe and economy risk evaluation and optimization, it has been widely used in the petrochemical industry in the world. Through the petrochemical plant risk assessment, it can determine the risk level of various components in the device, the components with high-risk will be targeted using risk reduction measures in order to establish a safe and economical inspection plan, effectively improve the device safety and reliability, prolong the safe and stable operation cycle, reduce the cost of inspections and repairs, and help to maintain a good market competitiveness. Therefore, the use of the technology in petrochemical industry will be the inevitable trend in the next few years. RBI technology in china is still in its infancy stage. This paper will focus on the Daqing Refining1.8million tons/year ARGG device analysis, using DNV (Det Norske Veritas) ORBIT ONSHORE software.This paper briefly introduces the basic concepts and features of the RBI, detailed account the the fundamental principles and workflow of RBI. It focuses on the device risk analysis, including qualitative risk analysis and quantitative risk analysis. Then use the the RBI technology software developed by DNV in depth and systematically analyzing for the Daqing Refining ARGG device, including pre-organization and preparation, device risk assessment and risk analysis, especially for the key equipment. Finally, based on the analysis of failure modes and mechanisms, the corresponding inspection plan and method to reduce the risk are proposed.
