As local government departments are always intending for a wider distribution andbigger staff number,there are lots of practices of human resource management around. Inorder to promote the theory of HRM,this paper will take HRM in departments of DongyingMunicipal People’s Government for an example to do research on the status of humanresource management in local government, and sum up the achievements.In recent years, the Civil Servant Law is carried out conscientiously;the reform to thepersonnel system is more openness, fairness and justice, the job classification and design isinstitutional, the appraisal, compliance and recognition is more standardized, the whole ofhuman resource management is going to be legalized, institutionalized and standardized.Incontract to the theory of HRM, there are still lots of problems and shortcomings: it is passivefor human resources flow between different departments just because of lacking developmentprogram, the knowledge is poor and the internal staff redeployment is difficult just because oflacking enough training, it is not close enough between the examinations and the actual jobs,performance appraisal is merely formality while lacking of incentives disciplinary measures,there is a waste of human resources just because of formalism and other issues.Combined with literature analysis, some foreign instances of HRM in local governmentsare reference for us, local governments of the United States department considers the financialmanagement, risk management, performance management, the core staff management to doHRM, the local government could deal with local affairs faster and more effective. HRM inGerman always goes to use auxiliary temporary employees to resolve the shortage ofresources, emphasis on labor costs,local government in the implementation of humanresources management contract civil servants, civil service training focusing on education,focusing on incentives to play, Singapore importance of qualified personnel in the localgovernment sector human resource management, strengthening civil service training, to carryout special promotion mechanism, focusing on civil servants and self-discipline.These are allgood examples for us to learn, they are all experienced in government sector human resource.The author will put forward a series of HRM to improve the level of HRM in localdepartments.: mainly regulate the examination staff, and strengthen supervision to ensure thequality of the examination staff, the good doorway. Be strict on establishment of organizations and reducing administrative costs. Pay more intention on education and training work, seekadvice promptly amend specific training times, ensure government services. Enhancedgovernment departments such as employment and incentive autonomy, and fully mobilize theenthusiasm of the staff. To create a united and harmonious working atmosphere, Overcomeformalism, reduce waste of human resources are all good advices.
