There are several problems in preschool education input, such as the lack of governmental investment, irrational investment structure, unbalanced area financial input, excessive investment burden of family, poor social investment and so on. All these reflect that clearing the government’s responsibility is the key to solve the problems on preschool education input. This study proceed with the value of pre-school education’s property, using both literature and text analysis methods, elaborating the specific governmental responsibilities that should be put in preschool education. Through questionnaire survey of Chongqing’s governmental investment on preschool education in2012, this study analyses the main problems that still existing and attempts to explore the relavent factors. Finally, I put forward some suggestions on the governmental responsibilities of preschool education.The study mainly divided into three parts, the first part is theoretical discuss. In accordance with the meaning of governmental responsibility in preschool education input and the product attributes with other characteristics, this study pointed that the specific responsibilities of governmental investment in preschool education mainly includes three aspects:financial investment responsibility, coordinating responsibility and monitoring responsibility. The second part is the practice of research. First, clearing and analyzing the governmental responsibility’s changing history in preschool education input since the years of reform and opening-up. Second, doing the status research. Via the survey of Chongqing’s governmental investment on preschool education in2012,this study analyzing the main problems that included:Pre-school investment increased year by year, but the total is still insufficient; Financial investment structure in Preschool education is imbalance; Institutional mechanism in preschool education is still unreasonable. Finally, exploring the main reason for the exist problem of governmental responsibility in pre-school education. The problems including:Pre-school education is lack of funding for; Governmental responsibility is difficult to achieve; Governmental responsibility is hard to define and implement. The third part is thinking recommendations. To enforce the effect of governmental responsibility, I put forward some suggestions, such as increasing input, clearing all levels of specific governmental responsibilities; establishing supervising mechanism to ensure the effective implementation of government responsibility.
