The preschool education stage is the beginning of everyone's growth and is crucial to the future of the country and every family.The central 2010 promulgated "the national medium and long-term education reform and development plan outline(2010-2020)",putting forward the basic construction target of universal preschool education,emphasizing clearly that define the functions of the government of preschool education,the public welfare and the universality of the preschool education also determines the preschool education is the main responsibility of the people's government,so the government must take the initiative to assume the responsibility of the preschool education.But in real life the government is not the best,the exposure of the kindergarten teachers "abuse" incident,the school bus accident,and for a long time is difficult to eliminate the " hard to get into kindergarten","enter kindergarten expensive",reflects the absence of government responsibility.It is an important responsibility of the government to create a fair and healthy environment for children to grow up.In order to promote the government to implement the responsibility of preschool education,the article based on the theory of government responsibility and the new public service theory,study in Zhengzhou city,for example,in the understanding of fulfillment of Zhengzhou city government responsibilities based on current situation and existing problems,combined with national conditions and national administration system and management system,exploring the main reasons leading to the absence of government responsibility for preschool education: the lack of preschool education legal system construction led to the government lacks legal basis for fulfilling its responsibilities;the unreasonable allocation of financial power in the government leads to the government's insufficient financial investment in preschool education;the isomorphic responsibility of the national administrative system results in the low efficiency of preschool education supervision;unreasonable performance appraisal system makes the preschool education not be taken seriously by the government.In order to improve the unhealthy situation in the development of preschool education,it is necessary to strengthen the government's leading responsibility in preschool education.In response to the main reasons for the absence of government responsibility,the article proposes four proposals to ensure that the government effectively fulfills its preschool education responsibilities: fair and balanced basic preschool education legislation to clarify the responsibilities of the government in preschool education;establish the inter-government financial burden system with matching powers and financial powers and diversified cost sharing mechanisms to effectively increase investment in preschool education;establish long-term and dynamic preschool education supervision mechanisms and improved third-party assessment and monitoring mechanisms to improve regulatory efficiency;improve the system of performance appraisal and responsibility,ensure that the proportion of preschool education in the government performance evaluation,and to strengthen the cultivation of public service idea of government officials,improve the service consciousness of government officials.
