In April 2009, "the Central Committee of the Communist Party and the State Council on deepening the reform of medical and health system" was introduced. In order to effectively reduce the burden of medical costs for residents, to alleviate the difficult and expensive issues, and to establish and improve the basic health care system covering the rural and urban residents, a new round of health care reform officially set out.China is a large agricultural country. According to the National Bureau of Statistics, "Bulletin of People’s Republic of China National Economic and Social Development Statistics in 2012", the data show that by the end of 2012, the population of rural residents reached 642,220,000, accounting for 47.3 percent of China’s total population. Rural areas and farmers have always been related to the overall development of our country. Since the reform and opening up, as China’s economic society is developing rapidly and the incidence of various diseases is rising, the living standards of rural residents and medical services as demand have been increasing. However, under the influence of China’s urban-rural dual economic structure, health conditions in rural areas fall far behind those in the urban areas, and public health services between urban and rural residents are extremely uneven.In order to better mitigate this conflict, to promote the equalization of public health services in rural areas, to explore a new model of primary health services, to improve the level of health services of the majority of rural residents, the new pattern of medical care emerged, which is conducted by rural doctors, walking into each family, signing an agreement with rural residents, establishing a stable long-term contractual service relationship, and providing residents with continuous health care management services. This system is one of the most important measures that are currently taken for medical care system reform, and it is also the only way for rural public health services to develop in a better and more comprehensive direction.In this paper, the pattern of contracted services by rural doctors was surveyed and analyzed by demonstrating and analyzing the implemented contracted services by rural doctors in Boxing County, applying methods such as visits of rural residents and clinics, questionnaires, site visits, interviews and comparative research methods, in order to find the advantages of this new medical care model as well as identify the problems so that measures can be taken to solve these problems, effective and feasible advices can be offered to benefit the implementation of the medical care reform in rural areas, and the implementation of the new rural construction of socialism can be improved.
