Since reform and opening-up, China’s economy is witnessing a rapid development,and people’s living standard is improving.As people’s material life are satisfied, their demand for health care services is higher. At the same time, with the development of the economic system reform,the private hospital appears one by one. The public medical institutions will enter a competitive market. The people’s health care demand requires public medical institutions to improve medical quality and medical efficiency, to reduce medical costs, and to provide medical services of high quality and low price. Thinking of the competitors in the market, the public medical institutions have to enhance their strength and adapt to the market environment.The public medical institutions need to improve internal processes to keep good medical quality and efficiency,as well as to keep strong market competitiveness. And it is a problem of management. Throughout the foreign experience in hospital management, performance appraisal system have been used by many foreign hospitals. They have achieved significant achievements. And they are good examples. China’s public medical institutions need to explore the establishment of a scientific and effective performance evaluation system. The performance evaluation system puts the strategic objectives into each one’s work to ensure the realization of the management objectives.In this paper, SJZ hospital is selected as an example. On the basis of learning relevant theoretical knowledge and analysising the actual situation of hospital, explore to establish scientific and effective performance evaluation system.This paper firstly introduces the research background, research significance, research framework and research methods, as well as the basic theory relating to the paper. Then, describe the basic situation of SJZ hospital and its performance evaluation system, and analyse the problems existing in the current performance evaluation system, on the basis of relevant theories and facts of SJZ hospital, construct performance evaluation system based on the theory of the balanced scorecard. Finally, provide some advice on constructing the performance evaluation system of the public medical institutions.
