The continuous progress of the economy and society and the continuous improvement of the economic level have made the broad masses of the people’s demand for health no longer limited to meeting basic needs,but put forward higher requirements for the medicine and health.The health of the broad masses of the people is related to the development of society,people strength and national prosperity,so accelerating the development of medical and health undertakings is integral way to build a healthy China.The fundamental purpose of the medical and health works’ development is that medical institutions can still constantly meet the people’s needs for medicine and health with the improvement of people’s living standards.To comprehensively build a well-off society and accelerating socialist modernization,it is of great significance to protect the people’s life safety truly as the foundation and improve the people’s living standards and quality effectively in the long run as the target.To accelerate the development of medicine and health works,it is literally to implement the spirit of the Fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China and take the "Healthy China2030 Planning Outline" formulated and implemented by the Party Central Committee as the guiding ideology,to deepen the reform of the medical and health system continuously and keep improving people’s health quality,protect the health rights and interests of the people,and then promote the comprehensive and coordinated sustainable development of the economy and society,and show our major country style with active participation in global health governance.In order to accelerate the development of China’s medical and health undertakings and adapt to the current domestic and international situation in China,it is indispensable to complete the hospital performance’s appraisal and evaluation system.A suitable performance evaluation system can not only scientifically find the hospital’s functions and assess the efficiency of employees,but also help the hospital’s further development and long-term planning.Because the performance evaluation research in China began late and the use by medical institutions is also relatively backward,there are deficiencies in theory and practice,including problems such as deep theoretical understanding,untargeted selection of indicators,and unskilled application results.Moreover,considering the particularity of the medical institutions’ position,the performance evaluation of hospitals should also conform to national policies and guidelines,reflecting their public welfare and service.For building a performance evaluation system that meets the strategic goals of sustainable development of ophthalmic hospitals,by learning the relevant theories of performance evaluation,studying the relevant literature on the application of the balanced scorecard,and reviewing the performance evaluation and appraisal data of hospitals at home and abroad,this paper analyzes the existing performance evaluation system of Hospital A,finds out its shortcomings and problems,and believes that Hospital A can build a performance evaluation system based on Balanced Scorecard after comprehensively considering the current development of Hospital A and its long-term strategic goals.Furthermore,with the ultimate goal of improving and perfecting the performance appraisal and evaluation system,the necessity and feasibility of building a scientific and reasonable performance appraisal system for Hospital A were studied.Based on the four dimensions by the balanced scorecard theory,taking the strategic development plan of Hospital A as the ultimate aim,selecting the required indicators of the performance appraisal system,the performance evaluation system based on the balanced scorecard theory of Hospital A is constructed,and the safeguard measures in future practice are identified from three aspects. |
