As the leading city in the pearl river delta economic zone,Guangzhou has always been a hot city for the resettlement of demobilized officers,accounting for about 30% of the total resettlement in guangdong province.Considering the treatment conditions of the civil servants in Guangzhou,most of the demobilized officers to Guangzhou tend to choose plan distribution of resettlement,resettlement plan distribution need to properly solve the demobilized officers' position,the position in the demotion of policy implementation of settlement,resettlement satisfaction low,the phenomenon such as opaque resettlement process has been criticized by the demobilized officers.Are the problems existing in the implementation of these policies policy implementation deviation,as policy implementers at all levels of government in the process of job placement policy implementation is there any implementation deviation,why there is deviation and how to optimize job placement policy implementation,improve the satisfaction of the plan allocation and placement.Therefore,the realistic demand and research vacancy constitute the realistic motivation and logical starting point of this paper.Based on the mutual adaptation model,combining the theory of resource scarcity and the hypothesis of rational economic man,the mutual adaptation model for analyzing job placement policy is constructed.Based on the current laws and regulations,this paper clarifies the corresponding relationship between the military and local administrative structures,taking this as the basis for judging demotion and resettlement,and combing through the resettlement policies and evolution logic of demobilized officers since the founding of the People's Republic of China.Based on 422 valid questionnaire survey result,16 interviews as well as all kinds of documents in recent years,analyzed the Guangzhou demobilized officers as resettlement policy implementation effect,summing up the level of exist in the process of policy implementation in the contradiction in job placement,job placement expected difference between actual and demobilized officers,placed at a discount greatly effect,black-box four types of problems in the policy execution.According to the four characteristics of the mutual adaptation model,this paper analyzes the applicability of the mutual adaptation model to analyze the policy implementation of job placement.On the basis of mutual optimal modelarchitecture,build the mutual optimal model is applied to the analysis of job placement policy,put post policy implementation process is decomposed into passive implementation link,link of policy interpretation,agreed mutual optimal adjustment link,link,combined with the problems one by one for each link the reasons for deviation.Finally,based on the above analysis,the optimum model on the basis of each optimization improvement,proposed by the laws and regulations system make up policy defect,by accelerating the veterans service support system construction to adjust political resources contradiction,through improving the capacity of policy implementation main body unity of ease the conflict of interests game,by improving the policy execution environment promote the agreed policy implementation main body,optimize Guangzhou demobilized officers as resettlement policy,summarizes the main conclusions of this study,the innovation points and the insufficiency,and proposed the next research direction.
