In 1995,the State of Council of the People's Republic of China promulgated and implemented the Instructions on Job Finding of Retired Cadres in the People's Liberation Army.Since then,"planned distribution" officially became the main resettlement method of demobilized officers in the People's Liberation Army.Recent years,changes have taken place in the resettlement of demobilized officers and social development trends.The government of the Inner Mongolia Autonomous Region learned lessons from some successful practices regarding to the resettlement,for example,continuously optimized the "Work Selection Based on Performance Points"method to make it become a policy and adjusted and improved the policy for multiple times to ensure the openness,equality,and impartiality of resettlement work of demobilized offices in the entire Inner Mongolia Autonomous Region.However,along with the promotion of the reform of national defense and army,the existing problems of the planned distribution method adopted in the Inner Mongolia Autonomous Region for a long time are gradually exposed,affecting and restricting the role-playing of this method.After deep analysis and study,the author intends to find an effective solution.On the one hand,this solution can ensure the stability of the military,give full play to the excellent quality of cadres,and make them take root in the border and construct the border.On the other hand,the author can make contributions to the comprehensive development of the Inner Mongolia Autonomous Region.This article consists of five parts:1.The first part describes study meanings,objectives,study methods,and status quo of studies at home and abroad and explains related theories and concepts.2.The second part investigates and analyzes the methods,measures,and results of resettlement of demobilized officers in the Inner Mongolia Autonomous Region.3.The third part analyzes the existing problems in the resettlement of demobilized officers in the Inner Mongolia Autonomous Region and provides causes.4.The fourth part proposes corresponding countermeasures and suggestions based on the actual situation of the resettlement of demobilized officers in the Inner Mongolia Autonomous Region by referencing the successful resettlement experience of foreign demobilized officers.5.The fifth part is conclusion.
