The construction of e-government project is gradually becoming an important means topromote the development of e-government, is one of the important areas of contemporaryinformation technology development, and is the inevitable trend to apply information technology tothe management of the government. It is a complicated government affairs information systemengineering, its huge investment, long time consuming, wide involve, complexity, difficulty,long-term and extensive influence on government decided that project management must bestandardized in the process of project construction.In the process of practice and development, e-government construction appeared all sorts ofproblems. In order to explore the efficiency of the e-government s construction and management,we selected the SZ municipal government to carry out the e-government project as an example.Using literature analysis, empirical study and multidisciplinary analysis method, we analyzed itspractice, exploration and social effect of scope management, human resources management, riskmanagement based on the study of domestic and foreign e-government development andmanagement, summarized the efficiency of the SZ city s e-government project managementpractice. We hope all above can better improve and develop the e-government project, exploreuseful path for other regions for the construction of e-government project, speed up thegovernment’s work innovation, efficient service and work process.Good practice practice SZe-government project management, draw the following two conclusions:First, the e-government project management is represent the general trend, draw lessons fromthe successful experience and beneficial practice of construction and management of e-governmentprojects in other regions will be of great advantage. E-government project successfully to have thewave of reform and to respond to the information, from the beginning of the e-government projectmanagement, scope management, analyzes the main problems existing in e-government projectscope management, focuses on the e-government project scope change management, establisheffective change control method; and the risk of e-government construction projects in the objectiveexistence, not be avoided completely. To obtain the e-government project success, must carry on theeffective risk management, and effectively improve the consciousness and ability of the project riskmanagement.Second, the construction of e-government project cannot do without the uniform policy guidance and powerful legal guarantee. The lack of a unified policy specification, will appearineffective act of one’s own free will, the pattern of e-government development level is different, theregulatory regions, long-term existence of this pattern will bring great trouble and resistance to thedevelopment of China e-government project. National laws and regulations to speed up theauthority of law, makes the implementation of the development and the construction ofe-government projects.
