Data Envelopment Analysis(DEA),as a quantitative analysis method for performance evaluation of decision making units,is widely used because it can simultaneously evaluate similar decision making units with multiple inputs and outputs.This article draws on the idea of interval DEA evaluation,and uses its cross efficiency evaluation model to calculate the efficiency value.For the traditional crossover efficiency evaluation method having a problem that the optimal weights of the indicators may not be unique,this paper proposes a three-parameter interval crossover efficiency evaluation method: Firstly,explains the possibility and rationality of the traditional CCR efficiency value as the upper limit of the interval crossover efficiency value.Secondly,based on the same weight space,the model is built with the maximum offset for the weight choosing strategy,and the lowest bound of the interval-crossing efficiency value is determined;Then,considering the real competitive and cooperative relationship among the decision making units,which is the proof to separate them into different groups,the competitive and cooperative cross-efficiency model is established and then solved to gain the optimal preference weights which can not only maximize the total efficiency of the partners,but also minimize the overall efficiency of the competitors,and then calculate the center of gravity of the interval values.Based on the importance of undesirable outputs in the efficiency evaluation,this paper incorporates undesirable outputs into the improved three-parameter interval cross-efficiency evaluation model.Finally,using the method of calculating expected values from triangular fuzzy numbers,the final efficiency values of the decision making units are calculated and follwing they are sorted by those values.In order to verify the validity of the model built in this paper in dealing with practical problems,this paper selects the three major urban agglomerations in the eastern part of China as the research object and evaluates the economic development efficiency of each city.By referring to the evaluation index system of economic development efficiency constructed in similar documents,this paper considers the actual environment of economic development and resorts the real process of economic development to establish a more scientific and reasonable evaluation index system.And secondly,use the improved interval cross-efficiency evaluation method proposed in this paper which considers the unexpected output to calculate the economic development efficiency value of the three metropolitan groups from 2011 to 2015.The results show that the efficiency of economic development in the three major urban agglomerations in China is different,and the best economic efficiency during the period is the Yangtze River Delta urban agglomeration,followed by the Pearl River Delta urban agglomeration,and finally Beijing-Tianjin-Hebei urban agglomeration;the state's economic policies have a profound impact on the economic development of the three major urban agglomerations and contribute to the economic efficiency value of urban agglomerations improving;The coordinated development of intra-group economy is the common improvement direction of the three major urban agglomerations.This paper initially introduces the background and significance of the selection interval crossover efficiency evaluation method and the three major urban agglomerations as empirical research,and summarizes and analyzes the current academic statue of the crossover efficiency evaluation methods and economic development efficiency;secondly,it elaborates basic throretical knoeledge that is needed when constructing an evaluation model of interval cross-efficiency,and verifies the rationality and effectiveness of the model with examples;Then apply this model to estimate the economic development efficiency values of cities in the three major urban agglomerations in China from 2011 to 2015.Base on the analysis of the results,the suggestions that recommendate for improving the economic development efficiency of the three major urban agglomerations are given.Finally,the research work and conclusions of this paper are summarized,and the future further researches about the deficiencies of the paper are prospected.
