The power industry based on coal-fired power will generate relatively large amounts of pollution,including emissions from dust emissions,nitrogen oxides from coal combustion,pollution of air by sulfides,solid waste such as coal ash and coal slag,and waste water.As people pay more and more attention to energy and environmental issues,it is necessary to continuously conduct research on energy conservation and environmental protection technologies.It is also imperative to carry out energy-saving and environmental protection reforms of thermal power plants.The project post-evaluation research is the evaluation of the completed projects.It can provide the necessary data support for the project managers to carry out subsequent project adjustments and improvement work;help the project managers make reasonable expectations for the future development of the project;improve the scientific level of decision-making.Taking the 2×660MW domestic ultra-supercritical coal-fired unit energy conservation and environmental protection comprehensive upgrading project of CJG Power Plant as the research object,the background and significance of this paper,the research and development status of the comprehensive evaluation of the project at home and abroad,and the main contents of the article are introduced.The second part of the article introduces the theoretical basis for post-evaluation of the project,including the overview of post-project evaluation,the main differences between post-evaluation and pre-evaluation of construction projects,the main methods of post-project evaluation,and index systems and content of post-project evaluation.Then,a brief overview of the energy saving and environmental protection comprehensive upgrade project of the 2×660MW domestic ultra supercritical coal-fired unit in CJG Power Plant was carried out from the aspects of project overview,energy conservation reform,environmental protection reform,other supporting system reform,and energy efficiency and environmental protection reform benefit analysis.The fourth part introduces the basic theory and application steps of entropy weight method and fuzzy comprehensive evaluation method,and proposes a fuzzy comprehensive evaluation model.Finally,according to the technical characteristics and special attributes of the energy-saving and environmental-friendly renovation project of thermal power plants,following the basic principles established in the post-evaluation index system,the post-evaluation index system for the energy saving and environmental protection comprehensive upgrade project for #1 and #2 units of CJG Power Plant was established.It mainly includes energy-saving benefits,environmental benefits,effects of energy-saving and environmental protection,and economic and social benefits as the first-level indicators and 16 second-level indicators.Based on the weight of each index determined by the entropy method,fuzzy comprehensive evaluation is used to quantitatively determine the degree of excellence of the upgrade project.It has guiding significance and reference value for the realization of energy-saving and environmental protection upgrading and transformation technology of other thermal power enterprises and post-project evaluation work.
