In recent years,as economic development,urban sewage treatment levels and rates are increasing year by year in China.But in the small town sewage treatment plants there are still some problems in the layout,daily operation,management and other aspects of sewage treatment plant of sewage treatment plant,such as unreasonable layout,nonstandard operation and management and so on.These issues resulted in that effluent from many sewage treatment plants in towns cannot reach the discharge standards,and then resulted in pollution of water environment,increasing of the total amount of pollutants into the river,which caused great harm to the surrounding ecological environment.So it has great significance of the optimization of small town sewage treatment plant operation and management model.In this study,LD town sewage treatment plant was taken as an example,and the profiles of the process,water qualities of effluent(COD,total nitrogen,pH,ammonia nitrogen,total phosphorus,BOD5 and SS)were analyzed systematically to identify the situation which concentrations of various pollutants exceeded discharge standard.And combined with the existing water treatment process and operating parameters,analyze the reasons of the pollutants exceeded discharge standard,and provide the data foundation for optimizing the run mode of sewage treatment plant.At the same time,the status of water management(including water management mechanisms and the existing security management systems,etc.)was investigated to identify its management deficiencies and vulnerabilities,and provide basic information for further optimization of the plant management.In the operating mode optimization,the study found that the effluent from LD town sewage treatment plant exceeded the standard values of COD,total nitrogen,ammonia nitrogen and total phosphorus in different months,in which TN exceeded standard value seriously and the highest monthly average concentration of TN reached 17.5mg/L.There were only six months in which TN could reach the discharge standard in a year and the rate of reaching the standard was only 50%.Annual average concentration of TP in effluent was 0.68mg/L,exceeding the discharge standard in whole year.Main reason was lack of plant operating load,resulting in less available carbon sources in influent and the C/N ratio of microbial growth and metabolism,thereby inhibiting the microbial activities and metabolisms of nitrification bacteria,denitrifying bacteria and polyphosphate,bacteria,and affecting the nitrogen and phosphorus removal effectively,and finally,leading to discharge of exceeded standard treated water.Based on the above problems,this study presents the inverted A2/O optimization mode and carbon source addition mode to alleviate carbon resource shortage problem,and at the same time extending the sludge age and reducing the sludge loading appropriately.And the chemical phosphorus removal process,an advanced treatment process is used to enhance biological phosphorus removal effect,and recommends upgrading the sludge treatment equipment in sewage treatment plant.A frame filter is suggested to be built to enhance sludge treatment effect,reduce the water content of the sludge and the sludge volume,reduce the economic costs of solid waste,and reduce environmental secondary risk issues from solid waste landfill.In the management mode optimization,through the research of the status of this wastewater treatment plant we found that the current management system is not clear,equipment operation and maintenance is underutilized,basic data of operation and management is irregularities and appropriate contingency plans is lack.Aimed at these issues above,this study puts forward that the LD town sewage treatment plant should adopt a specific management system,build grede by grade management system to improve the integrated management levels.At the same time,this plant should strengthen the supervision of the leadership,implement the responsibility system,and look into the accountability of the employee who causing a major accident.In addition,the plant should enhance the accomplishment of professional staff,strengthen the operation and management of the sewage treatment plant-related equipment,and require personnel fill the running related management reports and technical parameters.,By refining and standardizing the management mode,The comprehensive management level of this plant could be upgraded to ensure the effective and efficient operation of this sewage treatment plant.
