A Study On The Rural Household Garbage Treatment Under The Background Of Rural Revitalization

With the improvement of the living standard of rural residents,the quantity of consumer goods increases and diversifies,which leads to the increasing quantity of rural household garbage and the increasingly prominent problems of rural ecological environment,affecting the cleanliness of rural villages and the physical and mental health of villagers.Since the construction of "beautiful countryside" and the rural revitalization strategy proposed at the 19 th national congress of the communist party of China,the Chinese government has issued a series of documents and policies successively.The treatment of household garbage in rural areas of central and western China is a little later than that in the eastern coastal areas.By contrast,the treatment of rural household garbage in the eastern coastal areas is relatively perfect and mature,which can provide reference for the treatment of rural household garbage in central and western China.At present,there are still many problems in the process of rural household garbage treatment.In this paper,the rural household waste management as a starting point,focus on the governance of the limitations of the main body and between the main body of the unimpeded collaboration and other issues.Based on the theory of social governance,the author takes D township,taikang county,henan province as the research object by using the method of investigation and research to study the main body of rural household waste management.The article is divided into six parts: the first part briefly introduces the research background and significance,relevant concepts and definitions,domestic and foreign scholars on the rural household waste management research status;The second part,based on the field research results and the interpretation of relevant policy documents,briefly expounds the current situation of household garbage treatment in D township.The third part,based on the theoretical analysis framework and investigation of social governance,expounds the problems of rural household garbage governance participants in China.The fourth part,based on the core connotation of the social governance theory,analyzes the causes of the problems existing in the household waste governance of the four main participants,namely the government,the market,rural areas and social organizations,and describes the diverse subjects themselves and their cooperative relations.The fifth part,based on the analysis of the above chapters and the actual situation of rural areas in China,puts forward some Suggestions for the benign development of rural household waste management.The sixth part is the conclusion and thinking part of the paper,pointing out the necessity of multi-subject governance and the benign cooperation among the subjects,and pointing out the shortcomings of the paper.In short,the multi-subject governance model with the government as the leading role,the market as the main body and the public and social organizations participating together is the development trend of rural household garbage governance.It is of great significance to deal with the cooperative relations among the participants and resolve the conflicts.
