In order to solve urban emergency sanitation problems,many cities are beginning to introduce high-tech such as the Internet of Things to build a smart city.In a smart city,employees are traceable.This paper proposes a personnel scheduling algorithm based on the example of Shenzhen where the construction of smart city is in progress,and finds the most suitable human resource allocation solution for different regions by using simulation.The paper proposes a scheduling algorithm that comprehensively considers the speed of employees,cost time of the urban emergency sanitation problem and the distance between the employee and the urban emergency sanitation problem,the algorithm could find the most suitable employee to handle the emergency sanitation problems quickly.And the paper this paper also proposes a human resource allocation scheme simulation system integrated with the scheduling algorithm that uses the historical data collected in the smart city for simulation experiments,the simulation system could help city managers find the most suitable human resources for each region to handle emergency sanitation problems.The simulation experiment proves that the scheduling algorithm of this paper is more reasonable than the scheduling algorithm currently used in Shenzhen and the relationship between the emergency sanitation problem and the number of employees is found.Finally,the simulation system is stable by large-scale simulation experiments.
