Research On Influencing Factors Of Hazardous Chemicals Logistics Risk And Evolutionary Game Of Regulatory Issues

China has become the world’s largest chemical production country,but there are thousands of hazardous chemical logistics accidents every year,the safety situation of hazardous chemical logistics is still not optimistic.Although the accident rate of hazardous chemicals logistics has the characteristics of "low probability",the accident consequence has the characteristics of "high risk".Once an accident occurs in the process of transportation,loading and unloading,and storage,it will pose a huge threat to the safety of life and property of people around the accident site and social public security,and affect the social stability and high-quality economic development of our country.Analyzing the reasons behind many hazardous chemical logistics accidents,there are both hazardous chemical logistics companies neglecting risks,illegal operations,etc.,as well as the problem of inadequate supervision by government supervision departments.Therefore,it is necessary to carry out research on the two main bodies of hazardous chemicals logistics management,hazardous chemicals logistics enterprises and government supervision departments.Through the systematic analysis of the risk of hazardous chemicals logistics,we can provide scientific and comprehensive management and control strategies for hazardous chemicals logistics enterprises.Through the analysis of the interaction between hazardous chemicals logistics enterprises and government supervision departments,this thesis studies the supervision problems of hazardous chemicals logistics deeply,finds the stable and predictable behavior mode between the two sides,and provides the theoretical support for the government supervision departments to supervise the hazardous chemicals logistics enterprises more reasonably and effectively to reduce the risk of hazardous chemicals logistics.This thesis mainly includes:First of all,the thesis analyzes the connotation of the risk of hazardous chemicals logistics,combined with the field research experience,a large number of literature reading and the discussion with the scholars in the field of hazardous chemicals logistics,analyzes the risk of hazardous chemicals logistics in detail from the five aspects of human,machine,environment,management,hazardous and finds out the direct,indirect and deep-seated impact of the risk of hazardous chemicals logistics by constructing the interpretative structure modeling,clarify the hierarchical structure of risk influencing factors of hazardous chemicals logistics,clarify the relationship between the influencing factors,and use MICMAC analysis model to build the driving force dependence matrix to analyze the driving force and dependence of risk factors,and roughly divide the risk factors into spontaneous cluster,dependent cluster and independent cluster,and find out the factors that need to be focused on governance.Secondly,on the premise of the limited rationality of the government supervision department and the hazardous chemicals logistics company,the thesis analyzes the interaction behavior between the government supervision department and the hazardous chemicals logistics company in the hazardous chemicals logistics supervision by evolutionary game,and uses MATLAB software to demonstrate the evolution trend of the strategy selection between the two sides.The results of system convergence will be affected by the incentive of government supervision department and the punishment of hazardous chemicals logistics company for not paying attention to logistics risk.Finally,the system will tend to three different equilibrium states or periodic shock states.Finally,put forward the hazardous chemicals logistics risk management and control strategies for hazardous chemicals logistics companies and government supervision departments respectively in order to improve the ability of both sides to control the risk of hazardous chemical logistics.
