Study On The Spatial And Temporal Differences Of Industrial Ecological Efficiency In Shandong Province On Different Scales

At present,Shandong Province’s industry is struggling to achieve a win-win situation between economic benefits and environmental benefits,the contradiction between the two benefits is more and more serious,it is urgent for Shandong Province how to maintain rapid economic growth and reduce industry pollution emissions and ensure the friendly development of the environment.Industrial ecological efficiency,as an important measure to method the current situation of the industrial environment and environmental quality,can evaluate the harmonious relationship between economic growth and environmental quality,identify potential problems in industrial production,help policy makers to formulate effective measures to improve the ecological efficiency of the existing industry,and achieve the win-win between environment and economic.On the base of industrial efficiency literature review,the paper defines the meaning of industrial ecological efficiency,puts forward the two stage production system between resource conversion and pollution governance and solve the problem of “black box”.Evaluate industrial ecological efficiency of Shandong Province from the multi scale perspective of provincial scale,urban agglomeration scale with panel data from 2007 to 2016.By comparing and analyzing the differences between different regions in resource transformation stage and pollution governance stage,the paper proposes suggestions on the improvement of industrial ecological efficiency in Shandong Province.The results show that: the industrial ecological efficiency of Shandong province come out in front in the country,but it is relatively weak in the eastern provinces during the period of investigation.The overall industrial ecological efficiency of Shandong is not optimal,which still took heavy industry with high energy consumption and high pollution as the principal thing.A “club” phenomenon is obvious in the industrial ecological efficiency,which is the high level industrial ecological efficiency in resource transformation stage centrally located in the eastern coastal areas and along the Ji-Qing highway and the high level industrial ecological efficiency in pollution governance stage centrally located in Weihai,Qingdao,Weifang,Yantai,Rizhao.The level of economic and social development and ecology of Southern Shandong and Western Shandong is low,because of the resource-based characteristics.
