With the important progress made in the implementation of the rural revitalization strategy,my country is currently in the initial stage of comprehensively promoting the modernization of agriculture and rural areas.Specifically,the improvement of the rural living environment is the first year to achieve the policy goals of steadily increasing the penetration rate of rural sanitary toilets,continuously improving the efficiency of domestic sewage treatment,and significantly improving the level of domestic waste treatment by 2025.In this context,as an important part of the improvement of rural living environment,discussing the efficiency of rural domestic pollution control and its optimization path is of great significance to promoting the implementation of the rural revitalization strategy and doing a good job of "agriculture,rural areas and farmers" in the new era.For this reason,this paper proposes to use a combination of qualitative and quantitative research methods.On the basis of examining the current situation and existing problems of rural domestic pollution control in my country,the three-stage super-efficiency SBM-DEA model is used to evaluate the efficiency of rural domestic pollution control in my country and its existing problems.Conduct an empirical analysis on the spatial differentiation,and put forward targeted improvement suggestions based on the research results,so as to provide a strategic reference for the follow-up rural domestic pollution control.This research is mainly divided into three parts.First,draw on relevant theories such as government performance management,and conduct a qualitative investigation on the current situation and existing problems of rural domestic pollution control in my country in advance to lay a realistic foundation for subsequent quantitative research;Second,based on the cross-sectional data of 31 provinces in my country in2019 as samples,and according to the set input-output indicators,the three-stage super-efficiency SBM-DEA model is used to carry out an empirical analysis on the efficiency of rural domestic pollution and its spatial differentiation in my country;Third,comprehensive qualitative and quantitative analysis results,respectively from the external environment,regional differences and efficiency structure,etc.,put forward specific suggestions to improve the efficiency of domestic pollution control in my country’s rural areas,and then provide corresponding assistance for the modernization of agriculture and rural areas from the perspective of domestic pollution control.Through qualitative investigation of the current situation of rural domestic pollution control,it is found that although my country’s rural domestic pollution control has achieved certain results,there are also corresponding problems in the process of control,such as imbalanced investment structure,obvious regional differences and insufficient precise policy implementation,which further restricts Improve the efficiency of rural domestic pollution control.Therefore,this paper uses the three-stage super-efficiency SBM-DEA method to further explore the efficiency and spatial differentiation of rural domestic pollution control in my country.The research results show that environmental factors and random errors have a significant impact on the efficiency of rural domestic pollution control in my country.Except for East China and Central China,most provinces in my country are in good environmental factors and random errors;excluding environmental factors and random errors.After the influence of the error,the national average comprehensive efficiency dropped to 0.319,the rural domestic pollution control efficiency was relatively low,and showed an obvious decreasing trend in the "east,west,and central" parts;after the readjustment,the national average pure technical efficiency was lower than the scale efficiency average value,and the total number of technically effective provinces far exceeds the number of large-scale effective provinces,it can be seen that pure technical inefficiency is the main factor leading to the low efficiency of rural domestic pollution control in my country.In this regard,combined with the qualitative and quantitative research results,specific countermeasures to improve the efficiency of rural domestic pollution control can be put forward,that is,focusing on the matching of environment and control work,combining the territorial conditions to achieve effective control,and optimizing the structure of pollution control resources allocation.
