After summing up the history of China’s opening to the outside world,comrade Jiang Zemin formally proposed "going out" as a national strategy.In 2003,at the Third Plenary Session of the Sixteenth Central Committee of the party,the decision on several important issues concerning the improvement of the socialist market economic system was made......"Going out" strategy is the strategic deployment of establishing a sound socialist market economy and a more dynamic and more open economic system,is to meet the requirements of domestic and foreign,help to further emancipate and develop the productive forces,a strong impetus to the economic development and all-round progress of society".Following this decision,more and more Chinese enterprises are stepping out of the country.All types of construction enterprises are part of this batch of "going out".The project is vital to the survival and development of construction enterprises.In the process of project progress,human resources have always been the focus of attention,especially the loyalty of foreign employees in construction projects.In order to make the project done more efficiently,this paper will use the human resources of the existing theories and the latest research results,by combining the Central Asian pipeline project practice,through the questionnaire survey method,to analyze the behavior and psychological status of foreign employees,find the impact of foreign employees loyalty of internal and external factors,help the project planning strategies related to enhance foreign employee loyalty advice.So as to control the cost of the project,control the progress of the project,and control the quality and safety of the project.
