Research On Evaluation Of EPC Mine Engineering Project Management Capability Dominated By Design Institute

In recent years,the State Council,the Ministry of Housing and Urban-Rur al Development and local governments have issued a series of policy document s to encourage the implementation of EPC engineering general contracting mod els for engineering construction projects.The EPC engineering general contracti ng market in China has gradually evolved from its slow development in the ea rly years to mature,Professional design institutes have also begun to transform engineering companies as EPC general contractors for large-scale projects.The investment in fixed assets in China's mining industry increased for the first ti me in 2018 after four consecutive years of decline.The energy consumption st ructure has also been continuously improved.The proportion of coal consumpti on has continued to decline,but it is still the largest primary energy consumpti on.In September 2017,the Ministry of Land and Resources proposed "innovati on-driven,optimized mine layout,global promotion of green mine construction,and innovative green development management." The traditional extensive mi ne construction project management model can no longer adapt to the rapidly developing energy demand.The EPC general contracting model led by the desi gn institute is applied to mine construction projects.Through the careful manag ement,fine technology and fine operation of professional teams,the steady dev elopment of mine construction projects can be further promoted.Mine construct ion projects have the characteristics of high safety risks,mandatory environmen tal protection,large construction scale,long construction period,many investme nts,many related units,and complicated and changeable processes.Therefore,p roject contractors need to have a high level of project management capabilities.Therefore,how to make use of the advantages of the design institute to fully utilize and grasp the connotation and operation mode of the EPC model to o ptimize the management capacity of the mine project is a research topic of gre at significance.This paper takes the design institute-led EPC mine project as the research object,through literature analysis and consulting the book materials,summariz es the project management theory,EPC general contracting and design instituteled EPC project management characteristics,combined with the actual situation of the mine project,constructs The EPC mine project management capability maturity three-dimensional evaluation model and evaluation index system led bythe design institute,and the evaluation index system is optimized through the expert questionnaire survey method.Finally,the analytic hierarchy process is used to calculate the weights of the evaluation indicators at various levels.Bas ed on the gray system theory,the gray comprehensive evaluation of the manag ement capacity of the EPC mine project led by the design institute is carried out,and the corresponding improvement sequence and suggestions are given ac cording to the optimization improvement matrix.At the same time,the strategy for improving the maturity of project management capabilities is proposed.This paper has 30 pictures,34 tables,and 94 references.
