Investigation On Health Supervision And Law Enforcement System In Chengdu

The health supervision and law enforcement system is an important part of the public health system,and the health supervision and law enforcement agencies perform supervision and management duties on medical,health and health product-related institutions or organizations in accordance with the law.In recent years,health supervision and law enforcement services in Chengdu developed rapidly,the system construction activities,the supervision level and the law enforcement capabilities have been continuously improved,and guaranteed the successful construction of "Healthy Chengdu".Investigation and research on the health supervision and law enforcement system were carried out in order to provide a basis for further improving the construction of the health supervision and law enforcement system in Chengdu.It has important practical significance for fulfilling health supervision duties in accordance with the law and effectively protecting the health rights of the people.In this investigation and research,methods such as literature research,field interviews,questionnaire surveys,and data statistics are actively used.On the basis of literature research and actual work,a questionnaire survey for health supervision and law enforcement agencies in Chengdu was designed and distributed to the health supervision and law enforcement agencies in different districts(cities)or counties,the data collected about the system construction had been statistically analyzed.At the same time,a questionnaire on satisfaction with health supervision and law enforcement was designed.180 citizens from 6 districts(cities)or counties of Chengdu were selected to conduct a satisfaction survey.In addition,interviews with health commissions and health supervision and law enforcement agencies were conducted in Jinniu District,Pidu District,Xinjin County and Pengzhou City,in order to further understanding the problems in the system construction process.Through investigation and research,problems such as junior level of institutions,unsound law enforcement networks,unreasonable staff composition,tight funding,insufficient application of new technologies,weak penalties,limited publicity coverage,and being short of public awareness and participation were revealed in the construction process of Chengdu’s health supervision and law enforcement system.The causes of these problems were analyzed from variety of aspects including the stability of health supervision function,the wholeness of reforming plan,the recruit policy and personnel composition of supervisors,political and financial investment,the informatization implementation of the supervision system,timeliness of laws and regulations,publicity and public participation path.The analysis and discussion were based on new public service theory,public product theory,and system management theory.Finally,suggestions were provided to improve the health supervision and law enforcement system in Chengdu,including deepening the reform of health supervision and law enforcement system,strengthening team building,improving supervision and law enforcement security,accelerating the construction of smart health supervision,improving the administrative law enforcement system,and establishing the joint participation of the whole society Law enforcement supervision models,etc...The provided suggestions were expected to assist the comprehensive administrative law enforcement reforms and decision-making of health administrative departments;safeguard the health rights of the people,and maintain the social health and safety order.
