The Study Of Promoting County Government Executive Capability Of Border Area In GuangXi Province

The county government,on the base of the administrative organization system,as its'nerve ending,is the direct executor of all kinds of policies in our country.As Aean Epo permanently settled in nanning and developing plan of GuangXi north gulf carried out,GuangXi meets new opportunities as well as challenges for opening development,development of border area in GuangXi has attracted strong power,but the county government has to conquer new challenges and trials.Promoting executive capability has been the hot point for academic studying and the most important part of government affairs for years,because it's the life of government administration.Now,the economic development of our country has go in to new state,to promote government executive capability is a matter of great urgency.I have visited relevant departments of the county government of border area in GuangXi Province and interviewed some people in local area,getting some information about government executive capability there.The objection of this thesis is to propose some idea for promoting county government executive capability of border area in Guangxi province.This thesis consists of 4 parts.As the base of this thesis,the first part mainly introduces theme background,researching status at home and abroad,researching plans,researching approaches and so on.The second part arms to clarify theory basis and related concepts,and find out the commonness and characteristics of county government executive capability of border area in GuangXi,then analyze the value of promoting county government executive capability in these places.The third part is the analysis of the problems and influencing factors faced by this capability,I think the main problems including weaknesses in the executive capability like power,level,speed,quality and so on.These influencing factors including subjective factors,objective factors,resource factors,environmental factors,institutional factors and so on.The fourth part is the proposal of promotion,such as improving the ability of executive staff,optimizing executive nature,ensure the supply of policy system ets.The border area in GuangXi has covered many cultures and many nations,also has many of the characteristics like old.youny.border.poor,mountainous.The county government executive capability works as a systemic process,so there are so many influencing factors.The thesis is based on field research to present the reality and dilemma of executive capability of border area in GuangXi,and then put forward measures and suggestions.This article is trying to show characteristics of GuangXi and border area.This is the main foothold of this study,of course,it ia also the difficulty in the study.
