In recent years,with the gradual completion of the construction of the EU internal market,there's a significant increase in the percentage of cross-border student mobility in higher education within the European Union.This development have to be attributed not only to the demand for more talents as a result of economic development in Europe,but also to the realization of the right of residence of European citizens as stipulated in the TFEU.However,in practice,students from other member states may encounter all kinds of barriers for entrance of higher education in a specific member states,such as language requirements,tuition fees and entrance requirements.A series of sentences issued by the EU Supreme Court overcame these impedient clauses one after another.These sentences did play an important role in smoothing the mobility of European students,but we should also take into consideration the improved infrastructure of all the institutions of the EU,which include the European Parliament,the European Committee and the European Council.In respect of social ideology,the European Committee issued all kinds of policies and set up a series of goals in order to encourage student mobility in the EU.In respect of economic and social background,the European Parliament created necessary conditions for free movement of students in higher education by improving the EU internal market and implementing the principles of free residence and equal treatment of EU citizens.In respect of detailed practice,the European Council initiated large-scale exchange programs and perfected the system of mutual recognition of credits and certificates,therefore guaranteeing the fruits of freemovement.Nevertheless,it should be noted that there is still space for EU regulations to perfect itself.Besides,by a detailed examination of the case of the EU,we may find inspirations with regard to the student exhcange and admission system set up between mainland China,Taiwan,Hong Kong and Macau.
