With the rapid development of China's economy and more inclusive and open social environment,more Chinese women are gradually aware of the importance of independence and the necessity of owning their own career.Therefore,more and more women choose to participate in political work than in the past,which is reflected in the increasing proportion of female civil servants in the total number of civil servants in China.Moreover,there are more women who hold important positions in government agencies.It seems that at this stage,female civil servants in China have more career opportunities and the prospects are bright,but there are still some obstacles that need to be resolved urgently.Some institutional factors,social traditions,and female civil servants themselves have made the career path of female civil servants awkward and tortuous.Zhenjiang City governs three districts(Jingkou,Runzhou and Dantu)and three cities(Jurong,Danyang and Yangzhong).Female civil servants are widely distributed in the districts,towns and streets.As an important component of the grass-roots civil servants,their development is also affected by multiple factors,these obstacles not only affect the development of grass-roots female civil servants themselves,but also are not conducive to the construction of grass-roots civil servants.Therefore,it is extremely urgent to study the career development of female civil servants at the grass-roots level and find solutions.This paper takes the female civil servants at the grass-roots level in Zhenjiang as the research object.By reviewing the relevant theories of Western career development,the political participation of Western women,and the relevant literature on the career development of female civil servants in China,on the basis of this,a questionnaire and interview outline for the career development of female civil servants at the grass-roots level in Zhenjiang City were compiled.Based on the data compilation and analysis of questionnaires and in-depth interviews,the difficulties in the career development of female civil servants at the grass-roots level in Zhenjiang City are summarized,including career interruption,career promotion block,general job burnout,weakening of professional consciousness,and exploresthe reasons for the plight of the career development of grass-roots female civil servants from the system,society and personal aspects,such as imperfect management system,gender bias,women's special physiological and psychological barriers,etc.,finally put forward the improvement of civil servant management system and establish and improve the protection of gender equality from the perspective of reason.The legal system,eliminating gender discrimination,improving the social support system,establishing a correct career development concept,doing a good job planning,cultivating personal core competitiveness,and paying attention to the balanced recommendations between work and life,with the aim of optimizing and guarantee the professional development of female civil servants at the grass-roots level in Zhenjiang City.
