With the continuous improvement of civil service system China,more and more women begin to take the path of participating in politics.According to the mid-term statistical monitoring report the Development of Women in China(2011-2020)issued in 2016,indicates that in recent years,the proportion of women among new recruited civil servants in the central organizations and their immediate agencies has increased year by year,and has already exceeded half of the total number of civil servants.In2015,it has reached to 51.9%,an increase of 12.5% compare to 2011;the proportion of female civil servants newly recruited in local has also increased significantly,from40.2 percent to 44.1 percent.Female civil servants at grass-roots level is unique existence of female civil servants,the grass-roots affairs they engage in are directly connected to the people,so their professional development will directly affect the implementation of the policy at the grass-roots level.Through the study of the influencing factors and causes of the career development of female civil servants at the grass-roots level,this paper puts forward feasible solutions to provide relevant references for the development of female civil servants themselves who are at grass-roots level,thereby improving the overall quality of the civil servants so that the government can better serve the broad masses of people.This paper mainly takes the female civil servant at grass-roots of Xiangtan City as research object,research approaches selected such as the questionnaire,the literature research and the empirical study,and tries to explain the influencing factors to professional development of the female civil servants at grass-roots of Xiangtan.Through the study of the relevant domestic and foreign literature and combine the result of analysis and summary of the questionnaire,the influencing factors to career development of female civil servant in Xiangtan City are two aspects in which self-cognition and external support,job satisfaction,job expectation,self-ability and career planning are key influencing factor;Social support,administrative organization support and family support are the main factors of external support influencing factors.Through the questionnaire data analysis,the results show that the overall level of satisfaction with the current situation of career development of female civil servants at the grass-roots level in Xiangtan City is moderate,the career planning is insufficient,and the job satisfaction is low.Lax job treatment and external support have seriouslyhampered the career development of female civil servants at the grass-roots level.Self,family,administrative organization and social environment factors are the main reasons for this series of obstacles,which are reflected in the influence of women's physiological and psychological characteristics.Mainly embodied through the influence of traditional family education and the conflict between family and work,the imperfection of the civil service system and the policy guarantee,the obstacle is the traditional culture is deep-rooted and the public opinion atmosphere is unfavorable.This paper puts forward a perfection path from four aspects: improving self-cognition,dealing with the relationship between family and work,constructing administrative organization and guiding public opinion correctly.Specifically,in the aspect of self-cognition,we should pay importance to the promotion of our own human capital,renew our self-concept,and make a scientific career plan.In the relationship between family and work,grass-roots female civil servants should make a good plan of family life,strengthen communication with their families,and learn to balance the relationship between family and work.In the aspect of organizational construction,we should strengthen the policies and regulations to safeguard the development of gender equality and improve the management of civil servants.In the aspect of public opinion,it is necessary to pay attention to education and to guide the social public opinion to evaluate the social value of female civil servants.
