Research On The Difficulties And Countermeasures Of The Relief Management Station In Promoting Professional Services Of Social Work

Since 2003,the rescue management of homeless beggars in our cities has entered the period of “rescue management” from the period of “containment and deportation”.At the same time,with the development of professional social work in China,social work is involved in rescue management to improve the professional level of rescue,which has become an increasingly recognized trend.Since 2007,mainland China has started to carry out pilot work on social work talent construction in rescue management stations.Rescue management stations in various provinces and cities have gradually introduced professional social work to improve the professional level of rescue management.However,due to various reasons,local rescue management stations face various difficulties when they promote social work professional services in the station,which is not conducive to more effectively exerting the effectiveness of social work intervention in rescue management.Aid station based on the Q city as a case to social system theory,the management process theory,advantage theory,energized theory as the theoretical basis for adopting structured interviews,observation,case study method and the method of literature,the present advance measures of professional social work service,found in promoting social work professional service rescue management stations there are all sorts of difficulties,including the station to the low level of specialization of social workers,therefore less using specialized methods to carry out the rescue,service means;From the social worker management level to the front-line practical level,there is no complete and effective social work work system for relief management,which makes the relief effect not good.At the same time,due to the particularity of the rescue object,there are a large number of people who cheat the station and run the station.Without technical means,social workers are difficult to verify the identity of the seekers,which makes it more difficult for social workers to intervene in the rescue management.The post purchase service makes the social workers in the station have to work under the framework of the relief and management station,but the administrative management goal often conflicts with the relief goal of social work,and the occupational ethics contradiction with the responsibility conflict as the core appears.At the same time,the necessary social resources such as medical treatment,education,charity,employment and so on are less,and it is difficult to achieve the aid goal by relying solely on social workers.Therefore,from the perspective of rescue management station,social work,service target,society and policy,this paper analyzes the reasons for the difficulties faced by therescue management station in promoting the professional service of social work in the station,and proposes to reshape the work framework of social work and stick to social work Professional ethics,improve the rescue capabilities of existing social workers,use "Internet +" to carry out integrated rescue,and form specific measures such as the rescue management social work system with its own characteristics to improve the effectiveness of the rescue management station to promote the professional services of social work in the station.
