Since the anti-poverty assault,China has achieved remarkable results in many areas,mainly in rural areas.Through the third-party evaluation,many provinces and counties have removed the label of poverty and the poverty level in various areas has been improved,which is another step towards the goal of common prosperity.However,for a long time,cities and towns have been neglected by all sectors of society.Although the implementation of the minimum living allowance policy has played a basic role in guaranteeing the basic life of many urban residents,it has not played a fundamental role in covering the bottom.For a long time,the policy assistance for the low-income residents has indeed guaranteed some basic living conditions,but there are also some related problems.For some people who are still on the edge of lowincome residents,they cannot apply for low-income policy assistance because they cannot meet the low-income standard,and lack other assistance,which makes it difficult to maintain even the most basic living standards.Due to the lack of a clear definition of the marginal group of low-income residents,the rescue of this group is still at the stage of theoretical analysis.Theoretical exposition and characteristic analysis of marginal groups of low-income residents are the main research directions of many experts and scholars,which are still seriously lacking in practical operation and rescue process.It is difficult and complicated to implement in practice,and other subjects need to be introduced into it.The government's role in social assistance is mainly reflected in the economic aspect,but in real life,the problems faced by the marginal groups living on subsistence allowances are not only solved by economic subsidies,but also involve psychological problems and the sustainable viability of families.These are not difficult to change in the short term through government assistance within policies.As one of the fields of social work,social assistance is a very good medium.Social assistance originally came from the West and adapted to the development of Chinese society in the process of localization of social work.When the emergence of marginal groups of low-income residents and the government's lack of assistance make the advantages of social work intervening in marginal groups of low-income residents apparent,among the many problems faced by marginal groups of low-income residents,Social workers have used their professional abilities and relevant skills to apply social assistance to low-income marginal groups,to carry out personalized services according to their characteristics,and to help service recipients to enhance their capabilities by linking resources,thus enabling this marginal group to receive assistance beyond policies.Different from subsistence allowances,service assistance and so on have also achieved good results in actual operations.This is an innovation in the academic field and a breakthrough in the field of social assistance,enabling more people in need to have their living standards basically guaranteed.On the other hand,social work has developed to different degrees in different fields.Based on the theory of the universal process of social work,combined with the particularity of marginal groups of low-income residents and the practical problems found in practice,through interviews with marginal families of low-income residents,this paper discusses the targeted social workers' intervention in the personalized relief process of marginal groups of lowincome residents.This process has both the specific steps of the universal process of social work and the uniqueness of social work different from other fields,and is an innovation based on the universal process of social work.In addition,from the social practice level to find some problems and the causes of these problems arising from social work in the intervention of social assistance for the marginal groups of subsistence allowances,and put forward some practical measures to change the current situation.Relief for marginal groups living on subsistence allowances is a social concern.The intervention of social work requires the cooperation of the government,enterprises and other departments.The intervention of social work based on social assistance faces many opportunities and problems.
