Inner Mongolia has rich mineral resources,vast land,advantaged natural conditions and geographical advantages,and its industry has always been the pillar industry of local economic development.With the rapid development of Inner Mongolia's industrial economy,the problems of ecological environmental protection have become increasingly prominent.The problems of high emissions,serious pollution and low added value of industrial products not only aggravate the waste of natural resources and the pollution of ecological environment,but also are not conducive to the sustainable development of the economy.Inner Mongolia as one of the important regions of the Yellow River shelter-forest,is in the Yellow River basin ecological protection and high quality development period of strategic opportunities,how to promote industrial ecology efficiency of Inner Mongolia to coordinate the balance of ecological environment and economic society,on the premise of not destroy the ecological environment,develop the Yellow River in Inner Mongolia section of high quality,is the realistic problems worth exploring.Based on the theory of sustainable development and the theory of circular economy,this paper takes Inner Mongolia industry as the research object,summarizes the research results and views related to industrial ecological efficiency by literature research method,and summarizes the current situation of industrial ecological development in Inner Mongolia.This paper summarizes and analyzes the basic situation of industrial ecological development,industrial energy consumption and industrial pollutant discharge in Inner Mongolia,and points out the existing problems.The SBMUndesirable model and Malmquist productivity index were selected to estimate the industrial ecological efficiency in Inner Mongolia during 2009-2018 by constructing an evaluation index system.Then,it is compared and analyzed with other provinces in the western China(except Tibet),and the possible influencing factors were selected.The improved grey relational degree model is used to analyze and demonstrate its influence on industrial ecological efficiency in Inner Mongolia.The empirical results show that,from the static point of view,the average industrial eco-efficiency of Inner Mongolia is far lower than that of the whole western region during 2009-2018,and the industrial eco-efficiency index of Inner Mongolia has a downward trend.From the dynamic point of view,the technical level of industrial production in Inner Mongolia is in the middle and upper reaches of the whole western region,and the technical production efficiency index and the overall technical management level of industrial enterprises are the main reasons to restrict the improvement of the ecological efficiency of its products and enterprises.Based on the results of empirical analysis and the experience of other provinces,Summarized from promoting economic development,optimizing industrial structure,improve the efficiency of the allocation of resources,optimize the environment of scientific and technological innovation,to strengthen the management of technology and foreign investment organizations,improve the level of opening to the outside world,promoting industrial structure upgrade,the positive development of emerging green industries and improve the efficiency of industrial ecology constraint supervision mechanism,balance urban and rural environmental protection,In order to realize the sustainable development of the ecological economy,the countermeasures and suggestions of promoting the urban and rural economic development and the overall development of the industrial ecology are proposed to improve the industrial ecological efficiency in Inner Mongolia.
