Many foreign multinational oil companies have entered China’s oil market,and social gas stations are also capturing the market share of state-owned oil marketing companies.State-owned oil sales companies have shown their advantages in resources,networks,and systems and revealed some shortcomings in their management model.The implementation of effective employee performance appraisal directly impacts whether the company can maintain its advantage in the increasingly competitive market.In the operation and management of state-owned oil sales enterprises,oil is the first resource,and talent is the second essential resource.State-owned oil sales enterprises must focus on the construction of human resource management,enrich the staff performance appraisal methods and improve the staff performance appraisal mechanism to lay a solid foundation for the sustainable and stable development of state-owned oil sales enterprises.At present,there are short-sighted problems in the performance appraisal of employees in Hz oil branch,which can not be consistent with the long-term development goal of the enterprise,and the design of the performance appraisal plan is too general,with performance appraisal as the core,but ignored the staff’ s work ability,style of construction of detailed assessment,and the lack of formal communication feedback,can not adapt to the rapid development of the market environment.Therefore,it is necessary to optimize the performance appraisal system,which integrates the individual performance quality requirements with the overall strategic objectives of the enterprise,and integrates qualitative analysis with Quantitative analysis,for the promotion of Employee Work Enthusiasm,initiative,but also to promote the level of enterprise competitiveness effectively.Therefore,takes the HZ petroleum branch of Sinopec as an example to fully explore the management potential from within the enterprise and optimize a scientific and reasonable employee performance appraisal system,hoping to guide the optimistic development of the enterprise and its employees.The research object of this paper is all the employees of the company except the top managers,including middle-level,basic-level managers,professional and technical personnel and skilled operators.Based on the study of domestic and foreign performance management theories and the analysis of the current situation of performance appraisal in the HZ Petroleum Branch,this paper uses the questionnaire survey method and data analysis through SPSS to extract essential information about the current situation of performance appraisal from the employees of HZ Petroleum Branch and analyzes the existing problems of the current employee performance appraisal model,such as the setting of appraisal indexes failing to combine with job characteristics,the setting of indexes not conforming to job characteristics,the lack of satisfaction of employees with the appraisal results,the lack of satisfaction of employees with the appraisal results,and the lack of satisfaction of employees with the appraisal system.The current employee performance appraisal model has problems such as the setting of appraisal indexes does not combine with job characteristics,index settings do not meet job characteristics,employees are not highly satisfied with appraisal results,lack of effective communication and performance feedback,backward statistical methods of performance appraisal,and failure to design performance appraisal from multiple dimensions.After data analysis,the performance appraisal system of employees in the HZ Petroleum Branch is improved and optimized in five aspects,including the improvement of performance organization,optimization of performance appraisal system(including division of weights),performance guidance and implementation,feedback of performance results,and application of performance results,for the problems of the current performance appraisal system of employees in HZ Petroleum Branch,taking into account the actual situation of the company.The optimized performance appraisal system can make the performance appraisal index setting more targeted,the performance content more suitable for the actual work of employees,the performance appraisal feedback and the application of results more comprehensive,and more helpful to the personal career planning of employees and the sustainable and stable development of the company.A scientific,standardized,and practical employee performance appraisal system is the core content of developing and improving the enterprise human resource management system.At present,all enterprises have paid attention to the issue of employee performance appraisal.The employee performance appraisal of the HZ Petroleum Branch studied in this paper has certain universality.The research results are conducive to giving full play to the company’s employees’ work enthusiasm,improving their satisfaction with the performance appraisal,and providing a reference for other enterprises’ human resource management.
