Research On The Special Rectification Action Of Work Safety In Wuxi City

Safe production must be foolproof,otherwise nothing will be lost.In recent years,the safety production situation in Wuxi City has been steadily improving.However,around October 2019,there have been several severe safety accidents that have caused great concern from party and government departments and the public.Under the unified deployment of Jiangsu Province,Wuxi City has decided to launch a one-year special rectification action on production safety that covers almost all key industries and fields.The rectification action,using political mobilization as a means,integrated and dispatched all forces and resources to collectively carry out safety production governance,which has a distinctive feature of sports governance.Based on the situation of Wuxi City and the situation of production safety,this article explores the "movement-like" operating mechanism of the special rectification action for production safety in Wuxi City based on the survey results of the questionnaire and the actual situation of the regulatory agencies.This article carefully summarizes the research results of domestic and foreign experts and scholars on safety production supervision and sports governance,based on the theory of collaborative governance and sports governance,and selects the typical and representative S area "factory-in-factory" renovation as the research sample.Use questionnaire surveys,research interviews,case analysis,etc.to conduct "anatomy of sparrows",and conduct research in small areas and large areas.First,it analyzes the status quo and hidden dangers of "factory-in-factory" in S area,and explains the governance status and motivation.Then,starting from the perspectives of working class,upper and lower linkage,and typical guidance,it focused on the analysis of the organization and promotion mechanism of rectification actions.In the case analysis,we also tried to explore the quality and effectiveness of the "factory-in-factory" remediation action,and summarized the effectiveness of the action from four aspects: responsibility implementation,work pattern,social governance,and safety situation.This article also combines interviews with public administration departments,enterprises under remediation,townships(streets)and other groups to objectively point out the governance dilemmas that exist in terms of performance of duties by supervisory departments,work safety officers,and identity of supervisory targets,and systematically analyze the resulting governance dilemmas.The reasons are summarized as the shortcomings and weaknesses in institutional mechanisms,implementation of corporate responsibilities,and shaping of safety culture atmosphere.Finally,on the basis of research,this article puts forward a series of targeted and operable countermeasures and suggestions such as implementing the concept of safety development,improving the safety supervision mechanism,promoting the coordinated promotion of multiple subjects,and strengthening the construction of safety culture,so as to promote the responsibility of safe production work.Compaction,the optimization of regulatory mechanisms,and the creation of a governance atmosphere will continuously improve the modernization of the safety production governance system and capabilities.
