With the continuous implementation of my country’s “One Belt,One Road” policy,construction enterprises in China have gradually participated in and played an important role in global engineering practice.However,due to the characteristics of overseas engineering projects,domestic enterprises encountered a series of problems during the construction process,which seriously affected the value of domestic enterprises in the global engineering market.At present,there are a series of problems in the Progress Management of the Uyuni Potash Plant Project in Bolivia,which affects the progress of the potash factory project and exacerbates the risk of project default.This study is based on the main problems in the Progress Management of the Uyuni Potash Plant Project in Bolivia,and provides scientific countermeasures and suggestions for solving the Progress Management problems of Uyuni Potash Plant in Bolivia through scientific Progress Management methods.This research first introduces the development status of overseas engineering projects and national policies,provides a research background for the problem,combs the relevant domestic and foreign literature,summarizes the shortcomings of the existing literature,and provides a solid literature foundation for this research.Based on the background,this study summarizes project management,overseas engineering project management and overseas engineering project schedule management,providing theoretical support for the development of the study.At the same time,this research mainly introduces the Uyuni Potash Plant Project of Z Company in Bolivia.By collecting data on the problems in the implementation process of the project,the study finds out the problems such as the difficulty in landing the project design scheme,the project team not acclimating to the soil,the untimely procurement and supply,and the inadequacy of the progress management of relevant enterprises.It is analyzed the reasons for the lack of scientific and reasonable planning and control methods for the project,ignoring the special situation of the country,the shortage of overseas project resources,and the loose review and management of the participating enterprises.Based on the analysis of problems and causes,this study makes improvements from four aspects: critical path construction period optimization,management personnel optimization,progress management process and procurement management optimization,and progress management optimization for the participating enterprises.At the same time,this paper puts forward some supporting measures from the aspects of strengthening the enterprise’s attention to the project,establishing a perfect project organization system,adopting advanced information management platform and construction technology,providing and implementing the localization strategy of human resources and promoting the smooth implementation of the project with the help of government resources.Through the investigation and analysis of practical cases,this study finds out the main problems and solutions to the progress management problems in overseas engineering projects with project progress management technology to achieve high-quality completion of the project.It is of positive significance to improve the progress of Uyuni Sylvite Plant of Z Company in Bolivian,and at the same time,it can provide similar experience for other enterprises in the industry.
