[Objective] Taking innovative medical talents as the research object,based on the realistic background of the objection to "only papers,only academic records,only professional titles and only awards",the evaluation index system of innovative medical talents was constructed on the theoretical basis of competency model theory and creativity theory.Innovative medical talents in Chinese hospitals are evaluated efficiently and pertinently,and the characteristics of innovative medical talents are highlighted,so as to avoid one-sided evaluation of innovative medical talents based on indexes such as papers and academic qualifications,so as to provide reference for the selection and evaluation of the evaluation index system of innovative medical talents in China.[Methods] Combining quantitative analysis with qualitative analysis,literature research,Delphi method,Analytic Hierarchy Process(AHP)are all used in this study.After consulting literature materials and relevant Chinese talent evaluation policy texts,the evaluation index was developed to build a preliminary framework of evaluation index system for innovative medical talents in Chinese hospitals.Delphi method was used to conduct two rounds of expert consultation,the experts were consulted by letter to score the importance of indicators at each level,the threshold method was used to screen indicators,and the analytic hierarchy process was used to determine the weight of indicators.[Results](1)The positive coefficient of the first expert consultation is 90.48%,and there are 21 experts consulted in this round,among which 19 experts effectively fill in the questionnaire issued.Among the experts with valid replies,those with working experience of more than 20 years account for 47.37%,and those with title of deputy senior or above account for 68.42%.The coefficient of experts’ academic level,judgment basis and familiarity was 0.87,0.91 and 0.79,and the coefficient of experts’ authority was 0.86.Kendall’s coefficient of concordance of the first-level index,second-level index and third-level index was 0.276,0.193 and 0.331,respectively,andthe overall Kendall’s coefficient of concordance was 0.306.The positive coefficient of experts in the second round of consultation was 84.21%.And Kendall’s coefficient of concordance of the first-level index,second-level index and third-level index was0.428,0.387 and 0.411,respectively,and the overall Kendall’s coefficient of concordance was 0.407.(2)Through the first round of expert consultation,among the 51 preliminary indicators,the secondary indicators of "innovation motivation" and three third-level indicators of "perseverance in the face of obstacles" were deleted.To revise "health quality" as "physical and mental health";Revise 6 third-level indicators,such as "professional working ability" and "number of work";A second-level indicator of "other qualities" was added,and three third-level indicators of "computer skills","skills of foreign language" and "communication and cooperation skills" were added.The evaluation index system of innovative medical talents in Chinese hospitals finally established includes four dimensions: medical ethics,personal quality,innovation potential and performance contribution,12 second-level indicators and 35 third-level indicators.(3)Through the second round of expert consultation,the weight value of each index in the three levels is calculated by the AHP.The weighted values of the four first-level indexes are 0.1437,0.3144,0.2447 and 0.2972,respectively.Among the secondary indicators,the five indicators with high weight are "personality traits","scientific research performance","professional quality","creativity" and "professional ethics".[Conclusion] According to the results of literature search and analysis,there are few researches on the construction of innovative medical talents evaluation index system in China.In this study,an innovative medical talent evaluation system is constructed based on four dimensions: medical ethics,personal quality,performance contribution and innovation potential,in which medical ethics,personal quality and performance contribution are the benchmark factors and innovation potential is the discriminating factor.Through this index system,the moral character,ability andperformance of talents are comprehensively evaluated,and the creative characteristics of talents are highlighted.This makes up for the shortage of existing innovative medical talent evaluation research and provides reference for talent evaluation practice and research.
