Research On Coordination Mechanism Of Health Law Enforcement In The Field Of Double Random

It is an urgent need to construct and improve the coordination mechanism of grass-roots health law enforcement to enhance the effectiveness of grass-roots health law enforcement and protect the interests of people’s lives.This study analyzes the actual state and effectiveness of the coordination mechanism of health law enforcement at the grass-roots level,and puts forward countermeasures and suggestions based on the problems existing in practice.The purpose is to provide theoretical support and practical reference for grass-roots health law enforcement.The core content of this study is based on the "double random" background,to analyze the practical difficulties and reasons of the coordination mechanism of health law enforcement at the grass-roots level,and to put forward countermeasures and suggestions for the optimization of the coordination mechanism of health law enforcement at the grass-roots level based on the experience and Enlightenment of the construction of the coordination mechanism of health law enforcement abroad.The study found that the main difficulties of the current coordination mechanism of health law enforcement at the grass-roots level are: the confusion of power and responsibility results in the lack of communication and cooperation between the grass-roots health law enforcement departments,and the lack of an effective match between the grass-roots health law enforcement ability and the target tasks,lack of social participation in grass-roots health supervision and law enforcement work imbalance.The reasons are as follows: The imbalance of power and responsibility allocation,the cognitive behavior deviation of the administrative subject,and the restriction of the participation of social forces.Based on the problem analysis,the optimization strategy is proposed:First,optimize the allocation of rights and responsibilities,strengthen the value of shared discretion.We should optimize the power allocation of health supervision and law enforcement at the grass-roots level,promote data docking and information sharing among departments,and establish a regular pattern of joint law enforcement at the grass-roots level.Second,optimize the organizational structure and operation mechanism,enhance the coordination of administrative subjects.Strengthen the independence and authority of the grass-roots health supervision organizations,optimize the structure of the grass-roots health supervision law enforcement team,strengthen the grass-roots health supervision resources allocation and supply.Third,optimize the participation of social forces in the coordination mechanism to strengthen the grass-roots health law enforcement.Based on the producers and operators to build and improve the intelligent regulatory mechanism,based on the linkage and Cooperation Mechanism of industry organizations,based on public information disclosure and feedback mechanism.
