At present,China’s population ageing situation is becoming increasingly severe, and the number of elderly people is growing rapidly. At the same time, aging is accompanied by disability, high aging, empty nesting, and low fertility, the "the four features" has brought tremendous pressure. The demand of the elderly is no longer limited to daily care, the demand for medical services such as medical care, rehabilitation training and health care is gradually increasing, making China’s old-age care and medical care face huge challenges. In fact, most of the elderly ’s needs for old-age care and medical services are superimposed.Throughout the world, measures have been taken to integrate medical services and old-age services to cope with aging, providing a lot of inspiration and guidance for the development of the integration of medical care and nursing in China. Therefore, promoting the integration of medical care and elderly care services has become an urgent need, and the construction of a combination of medical care and elderly care services has become a necessary measure for the rational use of medical care resources, meeting the elderly ’s healthy care needs and achieving healthy aging. In addition to increasing the supply of services and improving the quality of services,it is more important to examine the willingness of the elderly to the demand of medical and elderly care services from the perspective of the demand side, and explore what factors affect the needs of the elderly.Based on this, this article conducts a field survey to the combination of medical care and elderly from the perspective of demand-side structural reforms. This study takes the elderly in Changchun City,Jilin Province as the research object to explore the willingness and influencing factors of the elderly ’s demand for integrated medical care and elderly care services. The purpose is to provide corresponding countermeasures for the combination of medical care and pension.Based on the survey, this study found that the elderly in Changchun City have a higher willingness to the demand of integrated medical care and elderly care services, and 63.3% of the elderly expressed a need for integrated medical care and elderly services. And the factors that affect the needs of the elderly include age and income level, health status, concept of pension, children’s ability to pay and willingness, and the elderly ’s awareness of the combination of medical care and elderly care institutions.Further, this article puts forward corresponding strategies for improving the combination of medical and elderly care services.First, optimize the supply of the integration of medical care and elderly care services, including providing differentiated services and improve service applicability;strengthening the supply of integrated medical and elderly care services;promoting the construction of standardization to medical and nursing services and provide high-quality medical and nursing services.Secondly, develop the service model of integrated medical care and elderly care, including increasing medical institutions in elderly care institutions;transforming some hospitals into integrated institutions of medical care and elderly care;and the elderly care and medical institutions should strengthen cooperation.Third, promote government departments, the elderly themselves, and their children to change the concept of old-age care;then, enhance the elderly ’s ability to provide for themselves, including the ability to purchase the elderly ’s medical care and elderly care services;covering care costs appropriately into medical insurance and reduce the elderly cost burden;continue to promote the construction of the long-term care insurance system. Finally,to play the role of pluralistic subject, the government must play a leading role and support social forces to actively participate in the development of integrated medical care and elderly care services.
