| With the continuous intensification of China’s aging population,chronic diseases and disability and dementia in the elderly have become serious issues of widespread concern to the country and society.In July 2022,the National Health Commission and11 other departments jointly issued the “Guiding Opinions on Further Promoting the Development of Integrated Elderly Care and Medical services ”,proposing to further improve policy measures,focus on solving difficulties and blocking issues,promote the development of integrated elderly care and medical services,and continuously meet the health and elderly care service needs of the elderly.At present,many places have carried out pilot work on elderly care services in institutions of integrated elderly care and medical services,but some problems have also emerged with its development.Under the promotion of the policy of integrated elderly care and medical care by governments at all levels,X County has also carried out pilot work on integrated elderly care and medical services,which has a certain practical foundation in the supply of integrated elderly care and medical services.This article takes the institutions of integrated elderly care and medical services in X County as the research object,collects first-hand materials on the supply of integrated elderly care and medical services through interview methods,and studies the problems,reasons,and countermeasures of the supply of elderly care services in institutions of integrated elderly care and medical services,with the aim of making some contributions to improving the supply of elderly care services in institutions of integrated elderly care and medical services in X County.Research has found that there are five problems in the supply of elderly care services in institutions of integrated elderly care and medical services in X County:Firstly,the lack of enthusiasm in cooperation between medical institutions and elderly care institutions,as well as the superficial division of labor and cooperation;Secondly,there are deficiencies in the service content of sports and entertainment services,psychological and spiritual support services,rehabilitation services,and hospice care services;Thirdly,the number of professional talents is relatively small,and the stability of the professional team is not high;Fourthly,the professional level of personnel is limited and the facilities and equipment are incomplete;Fifth,faced with obstacles such as the separation of beds in medical institutions and elderly care institutions,the inability of elderly care institutions to use medical insurance for settlement,and the non sharing of information among multiple stakeholders.The main reasons for the existing problems include five aspects: Firstly,insufficient policies and financial support for the integrated elderly care and medical services;Secondly,the ideological concepts of society,management personnel,and elderly care workers themselves affect service supply;Thirdly,the low work threshold,high pressure,high intensity,and low salary and welfare benefits for elderly care staff in elderly care institutions,as well as the high work pressure,high intensity,and low salary and welfare benefits for medical staff in medical institutions and elderly care staff in elderly care institutions;Fourth,inadequate talent cultivation and training;Fifth,the informationization construction of integrated elderly care and medical services is lagging behind.Therefore,in response to the reasons for the problems,this study proposes five countermeasures and suggestions for the government and the institutions of integrated elderly care and medical services: Firstly,increase policy and financial support;Secondly,promote and guide new concepts of healthy elderly care;Thirdly,improve the incentive and supervision mechanisms;Fourthly,strengthen talent cultivation and training;Fifth,promote the information construction of integrated elderly care and medical services. |
