The current period is a period of frequent public health emergencies,all countries around the world are seriously threatened whether it is people’s life safety or economic development.Public health emergencies have been at the forefront in recent years in terms of frequency and negative impact.Therefore,effectively responding to public health emergencies,reducing the harm to the society and the public,and improving the government’s emergency response capabilities have become one of the urgent problems that the Chinese government and international countries need to solve.At present,there is a large gap in the level of national response to public health emergencies.There is a lack of a unified standard for measuring national capacity,and the level of national response capacity in and between regions of the world is not clear.In addition,which part of the response to public health emergencies has more prominent problems,or which part has a significant impact on the ability to respond to public health emergencies is also a major research issue.Combining the requirements of the International Health Regulations in responding to public health emergencies and the relevant content of the "WHO’s Benchmark International Health Regulations(IHR)Capacity",construct an indicator system for the government’s ability to respond to public health emergencies,using the entropy TOPSIS method Calculate the weight of each indicator in the indicator system.Incorporating the data of various indicators from 196 countries in the world into the weights of relevant indicators and summing them to obtain the comprehensive scores of each country’s response to public health emergencies,and analyzing the ranking of countries in the six regions divided by the World Health Organization.It is found that the three regions of the Western Hemisphere(AMRO World Health Organization Americas,EURO World Health Organization European Region,WPRO World Health Organization Western Pacific Region)are more capable of responding to public health emergencies than the Eastern Hemisphere(AFRO World Health Organization African Region,EMRO World Health Organization).Organization of the Mediterranean area,SEARO World Health Organization Southeast Asia)is stronger.And find the scores of the top 15 and bottom 10 in the world.Among the bottom 10,80%of the countries are from the African region.The countries in the African region have poor ability to respond to public health emergencies,and all parties need to help solve the problem..Regression analysis was performed on the new coronavirus-related data and the overall data of 13 indicators in 152 countries,and significant indicators were found for analysis.Among them,C1 national legislation,policy and financing mechanism indicators are the most significant,C13 radiation emergency management,C11 entry and exit numbers,C9 medical and health management is also a more significant indicator.The United States and China are selected as typical countries,and the data are brought into the above-mentioned regression equation with significant impact.The United States scores higher than China’s,but the United States should continue to improve its radiation emergency management.China needs to continue to strengthen and improve its national legislation,policy implementation and financing mechanisms,as well as medical and health management.We should always uphold the people-oriented concept,improve preventive emergency preparedness plans,strengthen the construction of monitoring and early warning systems,improve the establishment of an emergency management system,improve risk management capabilities,and strengthen international cooperation and exchanges.
