Research On Government Behavior In Emergency Response To Public Health Emergencie

Since the outbreak of COVID-19 in early 2020,there has been a pandemic trend.On March 4,2022,the outbreak of COVID-19 in L City(hereinafter referred to as "0304" COVID-19 epidemic)has brought a huge impact on the physical and mental health and normal work and life of the local people.After the outbreak of the epidemic,the L city government immediately took emergency management measures,controlled the spread of the epidemic within 30 days,protected people’s physical and mental health,resumed normal work and life and won the battle of epidemic prevention and control,setting the experience in L City.This study takes the emergency management theory and collaborative governance theory as the theoretical basis for the analysis and research,and adopts the methods of literature survey,questionnaire survey and in-depth interview to conduct an in-depth analysis and discussion on the government behavior,existing problems and root causes in the emergency treatment to the spread of COVID-19 in L City.The study found that L city government had performed well in controlling the spread of COVID-19 and had effectively contained the spread of the epidemic by adopting a series of countermeasures such as flow tracking,isolation and transport,isolation and control,community prevention and control,traffic control and medical rescue.However,further research found that in the process of controlling the spread of the epidemic,the L city government also had many problems in information communication,emergency response capacity building,command and decision-making of epidemic response,mobilization of social forces for epidemic response,and basic work of township governments under jurisdiction.This study believes that the above problems are caused by a number of factors,such as unsound data and information sharing mechanism,insufficient emergency response capacity building,weak emergency response capacity of township governments under jurisdiction,unsound multi-party collaborative governance mechanism,and lack of professional talent reserve.Based on the investigation of the government’s emergency response behavior in the prevention and control of the COVID-19 epidemic in L City,this study puts forward five countermeasures and suggestions for the optimization of emergency response behavior in public health emergencies.First,strengthen coordinated governance and implement the mechanism of joint prevention and control;Second,improve the construction of information platform to realize real-time information sharing;Third,adhere to the "peace" and "war" combination,improve the emergency support capacity;Fourth,the establishment of emergency personnel resources guarantee system;Fifth,improve the governance of townships and towns under their jurisdiction,and strengthen the emergency management capacity of township governments.
