| Since the reform and opening up,China’s poverty alleviation has made great achievements.In particular,the implementation of the targeted poverty alleviation policy in recent years has brought China’s poverty alleviation to a new height.With the help of the precise poverty alleviation policy,most of the poor have already got rid of poverty,but some of the poor have not yet escaped poverty under the existing poverty standards,while the poverty-stricken population still accounts for a large proportion of the poverty caused by the disease.According to the data of the State Council leading Group office of Poverty Alleviation and Development in 2018,more than 40% of the existing poverty-stricken households in China are suffering from poverty due to illness,and poverty caused by disease has become a major factor in poverty.Among the three major economic regions in China,residents in the central region have the heaviest personal medical burden,while those in the central rural areas are heavier.Through the research on the poverty-stricken factors of rural residents in central China based on a health perspective,it can provide a practical basis for poverty alleviation in rural areas in the central region,and also provide practical reference for the implementation of the relevant links of the “Healthy China” policy in the central region.After the health shock,the family economy will experience a decline in income and an increase in expenditure.The decrease in income is mainly reflected in the decrease in family labor after the family members have health problems.The increase in expenditure is mainly due to the increase in total family expenditures due to the increase in family medical expenses.At the same time,the central region is between the east and the west.Compared with the east,the poverty level is higher but the degree of economic development is poor.Compared with the west,the poverty level is lower and the economic development level is better.It is precisely because of this that the poverty alleviation resources in the central region are not as good as the eastern region,and the national poverty alleviation support is not as good as the western region.Through the analysis of existing literature,current situation,theory and evidence,the research on the poverty-stricken factors of rural residents in the central region based on the health perspective is carried out.In the literature review section,it is found that diseases cause families to fall into poverty by affecting family income and human capital.In the analysis of the status quo,it is found that poverty alleviation in the central region is at a disadvantage in the three major economic regions of the country.In the theoretical analysis part,by using the improved Solow growth model,the family’s physical capital and human capital stock will decline after the health shock,which will reduce the household output and reduce the family living standard.The family economy will be low for a long time.In the empirical analysis part,the OLS method was used to analyze the data of CFPS2016.It was found that the household income of the rural households in Central China,except for medical expenses,will decline,and the middle-income families will be the most affected.The impact of the impact is higher than in the east and west.Based on the above analysis,it is concluded that the middle-income rural households in the central region are most affected by the health shocks;the low-income families are caught in the poverty trap under the influence of the income reduction after the health shock,and it will be difficult if there is no outside help.Get rid of poverty and even intergenerational transmission of poverty.Therefore,the central region should pay attention to the impact of health shocks on poor families and non-poor low-income families in poverty alleviation,so that non-poverty families should not be out of poverty because of health shocks,so that poverty-stricken families should not return to poverty because of health shocks.The countermeasures and suggestions section put forward corresponding suggestions: aiming at the problem of the decline of family income after the health shock,it is proposed that the central region should help the rural families who are affected by health to increase their income in the fight against poverty,and seek for family members who have lost their jobs due to health shocks.Job opportunities,the establishment of appropriate compensation mechanisms for compensation based on the specific circumstances of the family’s health shocks to provide families with subsidies for poverty.In response to the rapid increase in household expenditures after health shocks,it is proposed that the existing poverty alleviation monitoring system should be established while adhering to the existing medical assistance policies for poor families.In response to the reduction of family agricultural expenditures after health shocks,it is proposed to stabilize the agricultural production investment of families affected by health,and to play the role of the government and social organizations to solve the problem of shortage of agricultural funds and labor for families affected by health.In view of the reduction of family education expenditure after the health shock,it is proposed that the education of the families affected by health should be paid attention to,and different students in different education stages should be given different help to ensure that the accumulation of human capital in the family affected by health is not interrupted. |
