The base for the modernization of the national governance system and governance capabilities lies in the grassroots communities.In 2020,when people enjoy the joy of traditional festivals,the rapid development of the new crown pneumonia epidemic has brought people across the country into a serious public health crisis.The outbreak of the epidemic is a profound and comprehensive test for the effectiveness of grassroots governance.In the prevention and control of the epidemic,as a third-party force,community voluntary services actively coordinated with all parties,effectively alleviating the shortage of public service resources and insufficient public service capabilities.Community voluntary services provide diversified community service projects,greatly reducing the work pressure of grassroots communities,and making a greater contribution to the prevention and control of the epidemic.With the normalization of epidemic prevention and control,community volunteer services have a broader space for development.On the one hand,the development of community voluntary services needs to be rooted in the vast soil at the grassroots level;on the one hand,the modernization of the grassroots governance system and governance capabilities requires continuous and vigorous promotion of community voluntary services.This article is based on the above background,with the topic of "Community Volunteer Service in the Prevention and Control of New Coronary Pneumonia in Pulandian District,Dalian".Through research,broaden the perspective of community volunteer service research,enrich the theoretical basis of community volunteer service,and provide reproducible and extendable experience for community volunteer service work in the prevention and control of the new crown pneumonia epidemic in practice.Community voluntary services provide reference and reference to better promote the modernization of the grassroots governance system and governance capabilities.Based on the literature review,the author clarified the concept and theoretical basis of community volunteer service,and conducted a comprehensive study of community volunteer service in domestic and foreign volunteer service,community volunteer service,emergency volunteer service,and new crown pneumonia epidemic prevention and control.Combing.This article adopts literature research method,field research method,inductive deduction method,third-party management theory,collaborative governance theory,and takes community volunteer service in the prevention and control of the new crown pneumonia epidemic in Pulandian District,Dalian City as the research object.This article summarizes the basic situation of community volunteer service work in the prevention and control of the new crown pneumonia epidemic in Pulandian District,and finds that community volunteer services have poor professionalism in community volunteer services,backward management methods and service methods,and unsmooth work communication and coordination mechanisms.Realize the normalization of sustainable development and other issues,and systematically analyze the causes of the problems from the four dimensions of service atmosphere,professional construction,work mechanism,and guarantee system.By learning from the three areas of Wuhan Jiang’ an District,Beijing Tongzhou District,and Hangzhou Xihu District Good experience and practices of community volunteer service,combined with the actual situation of Pulandian District,actively cultivate community volunteer service force from scientific planning,strengthen the professional construction of community volunteer service force,actively innovate new ways and means of community volunteer service,and continuously enrich and improve The community voluntary service system guarantees four feasible countermeasures and suggestions.
