At the end of December 2019,a pneumonia triggered by New Coronavirus began to wreak havoc throughout the country.Novel coronavirus pneumonia outbreak China has been the first ever public event since the founding of new China,which has the fastest speed of transmission,the most extensive infection and the most difficult control and prevention.China’s urbanization rate has exceeded 60%.Therefore,urban epidemic prevention and control is particularly critical.Shenzhen is a huge city with a very high floating population,a huge population density and a large number of enterprises.How to effectively complete the epidemic prevention and control,how to do a good job in the resumption of work and production of enterprises,and let the urban development return to the normal track as soon as possible is an extremely severe challenge in the epidemic prevention and control.It is gratifying that the epidemic prevention and control in Shenzhen is not only very orderly,but also very effective,which is inseparable from the active participation of the majority of social organizations.Shenzhen,as one of the cities of "comprehensive observation point of social organization reform and innovation",social organization activities are particularly active and concentrated.In 2018,Shenzhen has become the largest social organization with 10000 people in first tier cities in China.In recent years,Shenzhen has attached equal importance to cultivation,development and standardized management,continuously improved the development quality of various social organizations,orderly guided various social organizations to participate in social governance and public services,preliminarily constructed a set of institutional framework and organizational system that meets the actual needs of the city and has the characteristics of Shenzhen,and formed a "government + social organization" A new pattern of coordinated governance.Therefore,social organizations play an important role in this challenge,playing a role that the government and enterprises do not or are difficult to give full play to.This article takes Shenzhen Youth Entrepreneur Association as a social organization to participate in the basic situation of COVID-19’s prevention and control work as the research topic,and discusses its role in COVID-19’s prevention and control work.Observe the law:observe the work content of Shenzhen Youth Entrepreneurs’ Union in epidemic prevention and control,and discuss in detail the work contents of different stages of COVID-19’s prevention and control work,such as the early stage of COVID-19: calling,appealing to enterprises in Shenzhen,participating in mutual assistance and donations from COVID-19.In the medium term,help member enterprises to do a good job in epidemic prevention and control and upload and release relevant national policies,do a good job in policy publicity and implementation,and prepare for the subsequent resumption of work and production of enterprises;In the later stage,we will understand the pain points and difficulties of enterprise development in the epidemic process of member enterprises,communicate with the government and enterprises,build a bridge of benign communication between the two sides,help enterprises to achieve the goal of returning to work and production as soon as possible,and in the case of normalization of the epidemic,enterprises participating in the meeting will establish a good communication mechanism within the scope of the association,Assist member enterprises in solving problems arising from epidemic prevention and control.Comparative analysis: a comparative analysis of the experience of Shenzhen Youth Entrepreneur Association and other social organizations in developed countries and other social organizations in China in participating in unexpected public events,especially in this COVID-19.Case study method: through the Shenzhen young entrepreneurs Federation participated in the epidemic prevention and control work of two different kinds of enterprises in the meeting,it intervened from the outbreak of the crisis in the enterprise,and the association helped to solve the related problems,so as to achieve the goal of resuming work and reproducing the products,reflecting the social organization’s advantages in participating in COVID-19’s prevention and control work.Through the above three main research methods,this paper explores the positive role and advantages of Shenzhen young entrepreneurs Federation,a social organization with official regulatory background,in participating in social and collective large-scale events such as public health emergencies;Through the participation behavior and role of this individual social organization,this paper extracts the ways and roles that are generally suitable for non-profit and public welfare social organizations to participate in relevant public health emergencies.At the same time,the possible problems,difficulties and deficiencies of social organizations in the process of participating in public health emergencies at the current stage are deeply discussed,and the improvement suggestions of social organizations in dealing with such events are put forward.Such discussions will help to improve the public’s understanding and recognition of social organizations,enhance the initiative and enthusiasm of China’s social organizations in the face of such events in the future,give full play to the role of social organizations themselves,help and cooperate with government agencies,and coordinate the dual governance of government agencies and social organizations.At the same time,it also brings some reference value to other social organizations in dealing with such events,makes social organizations develop towards a scientific and professional perspective,and makes their due contributions to social development.
