Research On News Ethics Of The Chinese Kuomintang Party Newspaper(1927-1949)

From the late1920s to1950s, Anti Japanese War fighting for national independence and Chinese People’s War of Liberation, which would decide the essence and destiny of the nation, broke out in China’s mainland. During this period, in order to propaganda, a perfect party newspaper system had been established by KMT government from top to bottom as well as at all levels from the central to local. Turning Central Daily News into its core and each party newspaper directly under the central government into its backbone, this system mainly contained newspapers in local and military. Although it finally came to an end due to the failure of KMT government, this system had made an indelible contribution to the development of journalism. During KMT government’s22years in power, this party newspaper was the main media covering the whole country, and had different degrees of influence on the political, economic, military and people’s daily life when KMT was in power.On the whole, the KMT’s newspaper, not only the Communist Party’s newspaper but also private newspaper, developed more rapidly. However, the development of private newspaper and the Communist Party newspaper were suppressed destructed by KMT because of his autocracy in the field of journalism. There were some serious moral problems among the authorities damaging KMT’s image as a spokesman, such as behaviors of embezzling government subsidies, mass false news, ridiculous and violent newspapers, exaggerated commercials and bad and vulgar social news, etc. In order to solve these problems, many news ethics theories were raised by the representatives of the party newspaper, which had enriched the Chinese new ethics and played a certain role in history. These theories aimed to reiterate sacred mission of newspaper and reflect realistic problems, mainly including the pursuit of three people’s principles, the spirit of patriotism, the responsibility of serving government, the professional quality of reporter, the freedom of the press, the constrains of speech and so on. This newspaper ignited the sense of patriotism that aroused the public’s enthusiasm to defeat Japan with full confidence, the KMT’s newspaper also existed the malposition of the truth in the news report. We should offer objective analysis and evaluate toward the news ethics theory.
