The 14 th Five-Year Plan points out that priority should be given to the development of agricultural and rural areas and the strategy of rural revitalization should be comprehensively promoted.Therefore,rural domestic sewage treatment as the key to rural ecological revitalization will enter the stage of high quality and rapid development.Under the economic environment of market economy downturn and local fiscal tightening in the post-epidemic era,the adoption of PPP model in rural domestic sewage treatment projects can not only alleviate the financial pressure of local governments,but also improve the quality and efficiency of project construction,operation and service,which is conducive to improving rural living environment and realizing rural ecological revitalization.The operation period is the longest and most critical period in the whole life cycle of PPP projects.At present,some PPP projects for rural domestic sewage treatment have entered the operation period,and the performance evaluation results are an important basis for pay-as-you-go,implementation of rectification and supervision accountability.Therefore,it is urgent to construct the performance evaluation system for the operation period of PPP projects for rural domestic sewage treatment.First of all,this paper reviews the domestic and foreign scholars on the application of PPP model in the field of rural domestic sewage treatment,the research status of PPP project performance evaluation,and analyzes these results.Based on the characteristics and operation mode of rural domestic sewage treatment PPP project,the evaluation category of performance evaluation of rural domestic sewage treatment PPP project during operation period is specifically defined.Then,based on the stakeholder theory,evolutionary game analysis is carried out on the interest demands of government departments and project companies(social capital),which are the core stakeholders of the project,and the reasons for constructing the performance evaluation system of PPP projects in the operation period of rural domestic sewage treatment are expounded.It is believed that by increasing the performance award mechanism for project companies(social capital),it is beneficial to improve the overall operational service level.It is believed that by increasing the performance award mechanism for project companies(social capital),it is beneficial to improve the overall operational service level.Then,from the perspective of government departments,this study constructs the performance evaluation index system for the operation period of rural domestic sewage treatment PPP projects from the three dimensions of output-effect-management,following the six principles of systematicness,representativeness,clarity,combination of qualitative and quantitative analysis,operability and time limitation.Combined with the COWA operator and the interval-valued hesitant fuzzy set evaluation method,the performance index is quantified and calculated,and the interval-valued hesitant fuzzy set-COWA operator model is jointly formed for performance evaluation.Finally,the PPP project of rural domestic sewage treatment in Y city is taken as an example to carry out the performance evaluation of the operation period.The score of the performance of the project in the first half of 2020 is96.045.The performance evaluation results better reflect the real situation of the operation period of the project,and verify the availability and applicability of the model.According to the results of performance evaluation,suggestions are put forward to improve the performance level of PPP projects,such as improving the public supervision mechanism,establishing a positive performance incentive mechanism,and establishing a social reputation evaluation mechanism,so as to provide reference for the performance evaluation of government departments in the operation period of rural domestic sewage treatment PPP projects.
