The Research On Holistic Governance Of Household Garbage Classification In N City

With the rapid development of social productivity and economy,the carrying capacity of the natural environment has brought great pressure.At the same time,the problem of urban solid waste management has gradually become prominent.Indiscriminate disposal of household garbage will not only lead to great waste of resources,but also bring serious damage to the ecological environment.Household garbage classification system is an important measure to optimize the utilization of resources and improve the urban and rural environment.After many years of pilot practice,China has achieved obvious governance results in some areas,but the overall results are not satisfactory and it shows the characteristics of "fragmentation".In the face of the increasingly serious public environmental health problems,the research on the optimization of household garbage classification and management is urgent.This thesis takes N City,a key city for domestic waste classification in China,as the research object,and optimizes and adjusts the local domestic waste classification and management work based on the holistic governance theory.First of all,through literature review,the thesis analyzes the compatibility between domestic waste classification and holistic governance theory from five aspects,including governance concept,governance motivation and governance subject.Secondly,with the help of field research and interview,this thesis gives a comprehensive and objective description of the current situation of domestic garbage classification and management in N city,and deeply explores the "fragmentation" problem and its causes from five aspects: institutional system,governance subject,governance institution,responsibility mechanism and information technology.Finally,combined with the advanced experience of domestic and foreign garbage classification and management and the advanced thought of integrity theory,this thesis puts forward: Multiple subject to strengthen the integration of system coordination,build cross-border work network,deepening the reform of the whole of the garbage classification administration,improve the overall responsibility mechanism,and make the digital management platform of "seamless" five Suggestions,aimed at from the system,the main body,organization,responsibility,technology building five levels of the wholeness of N City living garbage classification management of the new path,at the same time,it provides new ideas and directions for other cities to improve the management level of household garbage classification.
