In recent years,relevant ministries of the state have issued a number of documents,proposing new requirements including strengthening the establishment of laws and regulations on the management of renewable resources,and promoting the reform of the renewable resource recycling management system and the innovation of recycling scale.The undisciplined and fragmented management model of renewable resource recycling network of D City in the past is obviously not in line with its current urban positioning and needs for development.The management of renewable resource recycling network involves a multitude of steps,management objects and management bodies.Under such circumstances,the difficulty of renewable resource recycling management can be enormous,especially in cross-departmental coordination.This paper studies the cross-departmental coordination of the government in the management of renewable resource recycling network in D City through interviews and case analysis.From the three aspects of different stages of development,the main bodies of cross-departmental coordination and the content of cross-departmental collaboration,the current situation of cross-departmental coordination in the management of renewable resource recycling in D City is categorized and analyzed.The weaknesses of cross-departmental coordination are mainly summarized in six aspects: poor coordination performance of deliberative coordination bodies,lack of synergy,"incapability" of the lead departments,"passiveness" of other collaborative departments,regulatory gaps and duty overlap,and low efficiency of information sharing.In addition,the main causes of insufficient coordination are the asymmetry of the resource dependence structure of the collaborative departments,the conflict of interests across the collaborative departments,the constraint of the administrative system,the imperfect construction of the cross-departmental coordination mechanism,and the insufficient support for coordination.Finally,four suggestions for optimizing the cross-departmental coordination are provided,including strengthening the collaborative consensus of the participating bodies,scientifically building a collaborative operation mechanism,completing supervision,evaluation and incentives,and providing support for coordination.
